Job Title: Assistant to the Executive Director of Accounts Payable

The City of New York is seeking a highly skilled and experienced professional to serve as an Assistant to the Executive Director of Accounts Payable in the Department of Social Services. This role will provide critical support to the Executive Director in the management of the Accounts Payable unit, ensuring the accurate and timely processing of payments and financial transactions.

Key Responsibilities:
  • Supervise and train staff in the processing of payment vouchers and analysis of payment documents.
  • Assign daily processing work to staff and monitor invoice entry in the city's Financial Management System (FMS) and HHS Accelerator.
  • Perform quality assurance review of vouchers to ensure accuracy and compliance with Comptroller's directives.
  • Reconcile monthly claims and maintain a claim control register to ensure the accuracy of reimbursement.
  • Validate and ensure that funding allocations are accurately followed and coordinate with staff from the Comptroller's office, DSS DHS Office of Budget Administration, and the NYC Office of Management and Budget.
  • Monitor invoices against approved budget, expense report, encumbrances, and other fiscal documents, and perform calculations and spreadsheet analysis.
  • Monitor and maintain FY closeouts in accordance with the Comptroller's directives.
Requirements:
  • A master's degree from an accredited college or university in economics, finance, accounting, business, or public administration, or a closely related field.
  • One year of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, or fiscal or economic research, or in management or methods analysis, operations research, organizational research, or program evaluation.
