Job Summary

This position oversees the operation management of assigned Head Start sites, leading a team of coordinators in the provision of services and training, providing technical assistance to assigned sites, and acting as liaison with Parent Committees.

Key Responsibilities
  • Compliance and Regulatory Management
    • Ensures compliance with all applicable federal and state regulations, Head Start Performance Standards, Child Care licensing regulations, Child and Adult Care Food Program guidelines, RurAL CAP and Child Development Division Policies and Procedures/Integrated Work Plan at each assigned site.
  • Operations Management
    • Manages operations of assigned sites, including supervision of direct reports, managing annual inventories, and ensuring facilities are maintained and are safe for staff and children.
  • Training and Technical Assistance
    • Provides on-site monitoring of sites and training of staff at least two times per year; usually in the fall and in the spring. Additional travel may be required.
  • Collaboration and Partnership
    • Partners with component coordinators in providing services, training, and technical assistance to assigned sites.
  • Communication and Team Management
    • Conducts regional team meetings every month. Meetings may be virtual.
  • Staff Management and Development
    • Responsible for staff hiring, professional development, mandatory training, evaluation, and team building with assigned sites.
  • Leadership and Supervision
    • Provides supervisory leadership and technical assistance to sites and ensures clear lines of authority and channels of communication for staff and parents.
  • Financial Management
    • Works with site staff, Budget Coordinator, and Regional Manager Supervisor with Head Start Program Manager approval, to maintain budgets and expend funds in accordance with grant terms/conditions.
  • Parent Committee Support
    • Responsible for Parent Committee training and support.
  • Reporting and Data Management
    • Monitors and ensures timely collection of required data from each assigned site.
  • Professional Development
    • Participates in meetings and trainings as required.
  • Administrative Tasks
    • Responsible for all coding, approval, and submission of site invoices into Sage Intacct and Key Bank P-card systems in a timely manner.
Requirements
  • Education
    • Bachelor of Arts Degree in Early Childhood education, Human Services, or related.
  • Experience
    • At least 3 years of administrative and supervisory experience.
  • Skills
    • Demonstrated ability to supervise employees, including long-distance training and technical support, team building, and evaluating work performance.
    • Demonstrated ability to successfully interpret and implement Head Start Performance Standards, company and departmental policies, procedures, and service standards.
    • Knowledge of business and management principles involved in leadership, production methods, and coordination of people and resources.
    • Knowledge and demonstrated ability to utilize the structure and content of the English language, including spelling, rules of composition, and grammar.
    • Demonstrated computer skills necessary to use and create documents and reports, spreadsheets, workshop materials, and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook.
  • Personal Qualities
    • Must be at least 18 years of age.
    • Must pass state and federal background checks, including fingerprints.
    • Must be able to provide own transportation to meet work schedule requirements.
