Position Overview
You will assume a pivotal role as the Command leader responsible for the engineering, analysis, and evaluation of performance, functionality, vulnerabilities, solutions, and exploitation within the supporting infrastructure, which encompasses software, hardware, and networks.

Key Responsibilities
In collaboration with the Command Chief Engineer, you will devise technology roadmaps and work across NAVWAR/NIWC to establish a vision and formulate strategies to address necessary manpower, facilities, equipment, and financial resource requirements.

You will provide technical leadership and advocate for best practices aimed at enhancing Cybersecurity, engineering, and Test and Evaluation protocols across all NIWC-supported systems.

Your role will involve collaboration with Cybersecurity and Test and Evaluation technical leaders throughout the Naval Research and Development Establishment to guide the overall direction and propose effective solutions.

Team Management
You will engage with employees to address challenges and conflicts proactively, seeking to resolve complaints and grievances effectively.

Requirements
Conditions of Employment:

Within the Department of Defense (DoD), the appointment of retired military personnel within 180 days following retirement to a civilian position is subject to specific provisions.

Qualifications
As part of your application, you will need to submit a narrative statement detailing how your experience aligns with the following Mandatory Technical Qualifications:

  • Proven experience in cybersecurity, including expertise in computer network defense, vulnerability analysis, and cyber forensics.
  • Experience with innovative cybersecurity trends, such as Zero Trust Architectures and automated testing/certification.
  • Demonstrated ability to lead R&D and system integration projects supporting information warfare systems.
  • Experience in strategic planning efforts in cyber activities, aligning with organizational goals.
  • Strong communication skills to foster partnerships within and outside large organizations.
  • Experience in managing human capital aspects, including change management and resource allocation.

Additional Information
This position is classified under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area is required within established timeframes.
