The Programme Management Officer will provide support to the International Tax and Development Cooperation Branch (ITDCB) of the Financing for Sustainable Development Office of the Department of Economic and Social Affairs.

Responsibilities:
  • Participate in the development, implementation, and evaluation of assigned programmes/projects, monitoring and analyzing programme/project development and implementation, reviewing relevant documents and reports, identifying problems and issues to be addressed, and proposing corrective actions.
  • Contribute to the provision of substantive support to policy analysis, research, and development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, and capacity development initiatives and events in the area of tax and domestic resource mobilization for sustainable development.
  • Perform consulting assignments, in collaboration with the client, by planning, facilitating workshops, and assisting in developing the action plan the client will use to manage the change.
  • Research, analyze, and present information gathered from diverse sources, assisting in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertake survey initiatives, designing data collection tools, reviewing, analyzing, and interpreting responses, identifying problems/issues, and preparing conclusions.
  • Prepare various written outputs, such as draft background papers, analysis, sections of reports and studies, inputs to publications, and other documents.
  • Provide substantive support to consultative and other meetings, conferences, and events, proposing agenda topics, identifying participants, preparing documents and presentations, and summarizing discussions.
  • Undertake outreach activities, conducting training workshops, seminars, and presentations on assigned topics/activities.
  • Participate in or lead field missions, providing guidance to external consultants, government officials, and other parties, and drafting mission summaries.
  • Coordinate activities related to budget and funding, preparing related documents and reports, including to donors.
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting.
Requirements:
  • Advanced university degree (Master's degree or equivalent degree) in business administration, management, economics, or a related field is required.
  • A first-level university degree in combination with additional two years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required.
  • Experience in both tax policy and administration is desirable.
  • Experience in managing trust fund or multi-donor extra-budgetary projects is required.
  • Experience on broader fiscal policies for sustainable development is desirable.
Language:

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
