Job Summary

We are seeking a highly skilled and experienced Wastewater Collection System Supervisor to join our team at the City of Redmond, OR. As a key member of our Public Works Department, you will be responsible for overseeing the daily operations, maintenance, and regulatory compliance programs of our Wastewater Division.

Key Responsibilities
  • Assist with the management of daily operations, maintenance, and regulatory compliance programs of the City of Redmond Wastewater Division.
  • Plan, organize, coordinate, and perform the operation and maintenance activities relative to the City's wastewater collection and stormwater systems.
  • Support and assist with the evaluation and acceptance of wastewater infrastructure and review of new development plans.
  • Support Environmental Programs to provide technical assistance to the public for treatment of stormwater, evaluation and acceptance of stormwater infrastructures and review of new development plans for grading and drainage.
  • Perform data collection, analysis, and research related to the development and implementation of a variety of wastewater management programs.
  • Serve as a technical resource and respond to complaints and requests for information from other departments, private companies, and the public.
  • Oversee, coordinate, and participate in the field to support the operation and maintenance of the stormwater and collection systems.
  • Provide oversight, supervision, and assistance in the inspection, cleaning, maintenance, and repair of the wastewater collection and stormwater systems.
  • Creates and oversees scheduling of employees.
  • Assures equipment is safely and properly maintained and operated by qualified operators.
  • Maintains equipment records, standard operating procedures, and meets required maintenance schedules in line with Division goals.
  • Performs process optimization, routine troubleshooting, and root cause analysis when necessary.
  • Trains and oversees training of other employees performing the duties related to operation and maintenance of wastewater collection system and stormwater conveyance systems.
  • Assists Wastewater Division Manager with employee performance reviews, goal development, and by conducting staff meetings in the absence of the Wastewater Division Manager.
  • Participates in preparing annual budgets and capital improvement planning.
  • Supports programs or capital budget projects and assists in modifying existing methods and policies to enhance productivity, cost savings, and/or customer service.
  • Assists with the development of Division goals and performance metrics.
  • Manages and reports on projects and operations in line with these goals.
  • Oversees, coordinates, and participates in dig-in repairs and new installations of collection system or stormwater system infrastructure.
  • Participates in planning, scheduling, preparing, and presenting staff safety and technical trainings.
  • Assists in the review of project development plans for compliance with codes, regulations, city standards, and policies.
  • Responsible for review and accuracy of all work order documentation in City asset management system, and responsible for running program specific reports.
  • Responsible for the maintenance of accurate asset inventory data in the City GIS system for wastewater collection and stormwater systems.
  • Inspects residential, commercial, and industrial user facilities and development sites for stormwater and wastewater system compliance.
  • Operates a motor vehicle regularly to attend to building maintenance, wastewater, and other Public Works related needs.
  • Conducts review of CCTV footage to evaluate condition of collection system for maintenance and/or repair and generate CCTV reports for asset management.
  • Trains and oversees training of other employees performing the duties related to operation of wastewater programs.
  • Prepares requests for proposals and specifications for special projects and purchases of capital equipment along with requisitions of supplies and materials needed.
  • Maintains appropriate electronic and paper records for maintenance, operations, and compliance programs.
  • Assists with community outreach and education.
  • Supports and participates in public presentations to community groups, regulatory agencies, schools, and various other organizations.
  • Drafts and reviews technical report presentation materials and other written communications for a variety of audiences.
  • Represents the Public Works Department by attending and participating in related meetings with local, state, and federal regulatory agencies and professional groups.
  • Stays informed of new regulations, trends, and innovations related to water resource management issues.
  • Staffs or supports advisory boards or commissions and presents information related to program areas.
  • Performs activities, reads instruments, and maintains records and reports relative to compliance with State and Federal discharge permits for wastewater collection and stormwater systems permits.
Requirements
  • High school diploma or GED equivalent; college/university degree in applied or technical sciences; wastewater technology, environmental science, biology, chemistry, operations management, or closely related field.
  • Five (5) years of verifiable experience in wastewater collection and/or storm system operation and maintenance; with at least (2) years of that experience in a journeyman or lead level capacity.
  • Necessary Knowledge, Skills, & Abilities:
    • This position requires knowledge and understanding of codes, regulations, procedures, and methods and the ability to apply this knowledge with limited supervision.
    • This position requires the ability to develop recommendations from collected data and to make and implement adjustments to programs, have the ability to work with little supervision, exercise independent judgment, and provide effective leadership and coordination in developing solutions, recommending new techniques, and supervising City procedures.
    • Ability to research, organize, and coordinate programs for the Wastewater Division; establish and maintain effective working relationships with Wastewater staff and Public Works Director, other employees, public citizens, and officials.
    • Knowledge of operational and administrative procedures within a public works department/wastewater division.
    • Knowledge of Federal and State water quality and safety regulations.
    • Technical knowledge of wastewater collection and stormwater conveyance.
    • Ability to use computer software programs including word processing, data bases, and spreadsheets.
    • Ability to work independently, identify and design new programs, adapt to changing priorities and work focus as needed.
    • Ability to coordinate and implement program requirements.
    • Ability to learn and interpret City, State, and Federal policies and procedures.
    • Effective communication skills with the ability to prepare, organize, and professionally present ideas and recommendations in an appropriate oral or written format.
    • Creative and innovative thinking skills.
    • Ability to work in a goal-oriented team environment both as a leader and team member.
    • Good communication, interpersonal, technical writing, and organizational skills.
    • Ability to set goals, plan, establish procedures, and anticipate and implement changes as needed, within clearly established program boundaries and delegation of authority.
  • Special Requirements / Licenses:
    • The position requires employees to operate a motor vehicle in the course of their position.
    • Possession of, or must obtain within thirty (30) days from date of hire, a valid Oregon driver's license.
    • Possession of or ability to obtain within six (6) months from date of hire, a valid Oregon CDL license of the required classification to operate Public Works Department vehicles and equipment, and a safe driving record.
    • Possession of, or ability to obtain upon date of hire, an Oregon Department of Environmental Quality (DEQ) Wastewater Collection Operator III Certificate.
    • Possession of, or ability to obtain, any certifications or licenses required by City, State or Federal agencies to work in the position assigned.
  • Desirable Requirements:
    • Eight (8) years of experience in collection and stormwater systems operations and maintenance, with emphasis on experience at a Class III or higher collection system.
    • Two (2) years of supervisory experience in collection and/or stormwater system operations and maintenance, fiscal and personnel management, Federal, State, and local laws, rules, and regulations pertaining to functional area of responsibility.
    • Possession of State of Oregon Wastewater Collection Operator IV Certificate or equivalent.
    • Possession of an Oregon DEQ Wastewater Treatment Operator II certification.
    • Two (2) years verifiable work experience working with Arc Map GIS (Geographical Information System) software and Microsoft Access database software.
    • Pipeline Assessment and Condition Program (PACP) inspector and/or trainer certification.
    • Experience in the use of Asset Management software.
