Position Overview


As a Senior Financial Analyst, you will independently or as a lead worker (providing direction and training) conduct research and analysis of complex information to rectify discrepancies, modify data, and determine the appropriate course of action involving external parties (e.g., OBM, Controlling Board, federal government, Medicaid):

  • Develop and create customized financial reports across various systems (e.g., BI, FIN, Access)
  • Integrate data from multiple financial sources to produce reports and presentations for both internal and external stakeholders
  • Prepare and analyze CAP for state and/or federal auditors
  • Establish and modify payment schedules in OAKS and/or agency systems as necessary
  • Act as a liaison to resolve any financial issues, inquiries, and communications (e.g., audit, OSS)
  • Reconcile and address disputes with accounts external to TOS
  • Assist in updating and recommending changes to fiscal policies


Manage the financial components of grants:
- Collaborate with program offices to compile, review, and analyze documents for grant applications
- Establish fiscal monitoring for approved grants to ensure compliance with state and federal regulations
- Prepare, update, and review grant reports
- Finalize allocations at the conclusion of the POA
- Coordinate cash drawdowns with internal and external entities
- Serve as a liaison with federal accounting systems (e.g., DPM, ASAP, G5)

Additional Responsibilities:

  • Evaluate and appraise personal property and equipment, documenting details such as description, value, and location
  • Establish depreciation schedules
  • Assist the budget office with forecasting and trend analysis
Provide training to agency staff on fiscal policies and procedures.

Qualifications:
Completion of a graduate core program in business administration, accounting, finance, or a related field; 6 months of experience or training in accounting and/or finance, including advanced proficiency in spreadsheet software.


Alternatively, completion of an undergraduate core program in business administration, accounting, finance, or a related field; 18 months of experience or training in accounting and/or finance, including advanced proficiency in spreadsheet software.

Or 42 months of experience or training in accounting and/or finance, including advanced proficiency in spreadsheet software.

Or 12 months of experience as a Financial Analyst.
Or equivalent qualifications as noted above.

Note:
Successful completion of the Fiscal Academy may substitute for 4 months of required accounting/fiscal experience.
