Role Summary:

Reporting directly to the Director of Data Analytics, the Data Strategy Consultant will provide support to 1-2 networks encompassing approximately 20-40 urban educational institutions. Collaborating closely with network leadership and school administrators, the Data Strategy Consultant will play a pivotal role in establishing a comprehensive data strategy for the designated networks and schools, aimed at enhancing planning processes to boost student performance.

Key Responsibilities:

  • Collaborate with the Chief of Schools to implement strategies that enhance the capacity of principals and school teams in alignment with the Continuous Improvement Process. This involves aiding the chief in guiding principals and their teams through root cause analyses, formulating theories of action, and constructing coherent multi-year strategies.
  • Assist principals and school teams in the creation, execution, and assessment of their Continuous Improvement Work Plans (CIWP) by fostering strong inquiry cycles and effective data utilization for planning.
  • Deliver consistent, actionable feedback to support principals and their leadership teams in refining their data strategies to achieve improved outcomes.
  • Enhance the capability of school teams to implement robust, data-informed instructional cycles.
  • Stay informed about updates in data-related CPS policies and initiatives concerning accountability and assessment.
  • Guide school teams and leaders in accurately interpreting data in accordance with best analytic practices and CPS policies.
  • Empower school and network leaders to plan in accordance with CPS Accountability policies, Multi-Tiered Systems of Support (MTSS) protocols, and assessment metric calculations.
  • Facilitate the planning of data monitoring cycles focused on student experiences and discipline data for school network and campus leaders.
  • Provide access to necessary datasets to support meaningful engagement with data inquiry cycles.
  • Offer expertise and guidance on selecting key performance indicators for planning purposes.
  • Assist chiefs in supporting principals and Instructional Leadership teams in establishing goals and selecting appropriate metrics to track the progress of school-based initiatives.
  • Conduct strategic data analysis for the Chief of Schools to enhance student outcomes and the effectiveness of schools, programs, and district initiatives.
  • Identify insights from school and network performance data and make strategic recommendations to chief and network personnel.
  • Act as the network's expert resource in navigating CPS' data systems.
  • Engage in the District's Data Analyst User Group.
  • Utilize approved enterprise analytic tools (SAS or SQL).
  • Adhere to established guiding principles for analytic practices as determined by the Data Governance Council.
  • Perform additional duties as assigned.

Qualifications:

Education:

  • Bachelor's degree from an accredited institution required; preferred fields include Computer Science, Business, Education, or related disciplines.
  • Master's degree preferred.

Experience:

  • A minimum of five (5) years of professional experience in data analysis, including data cleaning, transformation, modeling, visualization, and trend analysis, along with relationship management.
  • Experience with data analytic tools (SAS, R, SPSS, STATA, or similar) required.
  • Preferred experience in coding.
  • Preferred experience with Microsoft Power BI.
  • Experience with High School or Elementary Assessments, team structures, and data cycles preferred.

Knowledge, Skills, and Abilities:

  • Strong consulting skills.
  • Self-motivated with a desire to learn and proactively address challenges.
  • Proficient in Excel and/or Google Sheets, with the ability to manage and report on datasets.
  • Ability to apply statistical techniques and develop meaningful metrics.
  • Capable of communicating data and methodological details clearly to non-technical audiences.
  • Strong analytical, data management, and visualization skills.
  • Strategic thinker with the ability to derive actionable insights from data and make recommendations for improving instructional practices.
  • Logical approach to research and analysis opportunities.
  • In-depth knowledge of critical issues in education and school planning.
  • Able to coach adult learners in designing and facilitating professional development for educators and school leaders.
  • Excellent report writing and project management skills with strong attention to detail.
  • Adept at building trusting relationships and collaborating effectively with various internal departments and external partners.
  • Exceptional communication skills (verbal, written, listening).

Employment Conditions:

As a condition of employment with Chicago Public Schools (CPS), employees are required to:

  • Establish/Maintain Chicago Residency: Employees must reside within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district.
