Summary

The Finance Officer is tasked with applying accounting principles to evaluate and uphold financial records for governmental operations, employing suitable accounting control methods.

Key Responsibilities:

The following duties represent the work required for this position. These are not to be construed as exclusive or all-inclusive. Additional responsibilities may be assigned.
  • Maintains the general ledger, prepares and posts entries, and generates monthly journal vouchers while reviewing financial statements and facilitating year-end closures.
  • Conducts account reconciliations and manages complex transactions.
  • Executes monthly bank reconciliations and records adjusting journal entries.
  • Performs monthly investment reconciliations and updates the Unclaimed Property Report regularly.
  • Conducts weekly reconciliations for due to/due from and transfer in/transfer out accounts, posting journal entries as necessary.
  • Handles monthly reconciliations for gas and parts accounts, ensuring accurate journal entries.
  • Updates records for capital item sales and purchases, posting relevant journal entries monthly.
  • Manages monthly reconciliations for purchasing cards and posts necessary journal entries.
  • Oversees Accounts Payable, Accounts Receivable, and Payroll reconciliations, ensuring accurate journal entries.
  • Prepares reporting requests as mandated by governmental and external agencies.
  • Compiles specific grant reports for reimbursement, maintaining compliance with Federal and State regulations.
  • Assists internal and external auditors by providing necessary data and reports for audit completion.
  • Analyzes general ledger accounts for discrepancies in payments and incorrect entries.
  • Supports the review and processing of selected disbursements.
  • Maintains effective working relationships with user departments, agencies, colleagues, and the public.
  • Performs other tasks as assigned.
Qualifications:

The Finance Officer should possess, at a minimum, a Bachelor's degree in Accounting, Finance, or Business Administration; relevant experience in accounting is preferred; or any equivalent combination of education and experience that provides the necessary knowledge, skills, and abilities to effectively fulfill the duties of the position.

Special Requirements:

Possession of a valid Georgia Motor Vehicle Operator's License.

Supervisory Responsibilities:

None.

Travel:

The Finance Officer may be required to travel occasionally.

Knowledge, Skills, and Abilities:

The Finance Officer must be knowledgeable of the following principles, procedures, and concepts:
  • Understanding of generally accepted accounting principles and practices, particularly in governmental accounting.
  • Ability to verify and balance accounts against the general ledger.
  • Familiarity with applicable local, state, and federal laws and regulations regarding finance and accounting.
  • Proficiency in research methods, statistical analysis, and report preparation.
  • Awareness of various operational concepts, practices, and procedures.
  • Ability to plan, coordinate, and organize work; set priorities and meet critical deadlines.
  • Effective communication skills, both orally and in writing, with individuals at all levels within the organization.
  • Proficiency in using personal computers and relevant office software.
  • Ability to resolve issues in a timely and efficient manner.
