CTD Department Head

The Texas Department of Aging & Disability Services seeks a highly skilled and experienced Director of Training and Development to lead the Competency, Training, and Development (CTD) Department. As a key member of the Staff Support Services team, the successful candidate will be responsible for overseeing the operation of the CTD Department, ensuring exceptional customer service to the HSCS Facilities executive team and facility staff, and driving innovation and continuous process improvement.
Key Responsibilities:- Leadership and Management: Manage the daily activities of the HSCS CTD team, plan, develop, and approve schedules, priorities, and standards for achieving goals, and conduct annual performance evaluations for HSCS CTD employees.
- Customer Service and Relationship Building: Foster strong, professional relationships with executive leadership, facility leadership, and facility CTD staff, ensuring prompt and solution-oriented responses from the HSCS CTD Team to facility inquiries.
- Training Development and Delivery: Develop and implement HSCS CTD department guidelines, techniques, and standard processes for training development, coordination, and delivery to ensure consistency with HHS/HSCS policies and procedures, Texas Administrative Code, industry standards, and executive directives.
- Project Management and Process Improvement: Utilize project management and process improvement tools to evaluate processes and implement solutions to increase efficiency, reduce waste, eliminate defects, and visually report data to stakeholders.
- Evaluation and Data Analysis: Evaluate the effectiveness of training programs using a variety of methods including but not limited to surveys, assessments, metric analysis, and feedback from employees and leadership.
- Administrative Duties: Manage the HSCS CTD Budget, coordinate delivery, pick up, distribution, and proper storage of materials, and ensure the HSCS CTD SharePoint page is up-to-date with information for all relevant audiences.
- Knowledge and Skills: Knowledge of modern adult learning theory, training evaluation methodologies, and classroom principles, techniques, and best practices in training delivery, as well as current training technology and software for instructor-led, virtual instructor-led, and computer-based training courses.
- Experience and Qualifications: Proven experience in training and development, project management, and process improvement, with a strong track record of driving innovation and continuous improvement.
- Education and Certifications: Bachelor's degree in a relevant field, such as education, training, or business, and relevant certifications, such as project management or training and development.
