Job Summary

We are seeking a highly motivated and detail-oriented Code Enforcement Officer to join our team at the City of Vista, CA. As a Code Enforcement Officer, you will be responsible for enforcing municipal ordinances and state laws related to parking, abandoned vehicles, and code compliance.

Key Responsibilities
  • Enforce posted parking regulations on City-operated parking facilities, street sweeping, and time-limit parking on streets.
  • Investigate and inspect dwellings, buildings, vacant lots, grasslands, businesses, commercial properties, and building construction projects that represent an abridgment, offense, or violation of a municipal ordinance, a state law, or a City directive.
  • Issue citations and directives to offending citizens stating the law or ordinance violated, the specific condition to be remediated, replaced, restored, or cleaned, and the deadline for taking the action.
  • Make periodic surveys or inspections of property and buildings.
  • Identify owners and mail or deliver citations; arrange for compliance procedures to be executed by the City or by contractor and bill owners for services rendered; patrol designated parking areas.
  • Write and issue citations to violators for vehicles parked beyond the legal time limit, double parked, illegally parked in red zones, bus zones, loading zones, and other restricted parking areas; report vehicles parked in an unsafe or illegal manner, such as blocking driveways.
  • Inspect construction sites for contractor and subcontractor licenses and permits; receive and take action on consumer complaints about work performed by construction contractors; monitor reports of false burglar alarms, communicate with business and residents, and compute fees for excessive burglar alarm incidents; perform field inspections and investigations of medium and high-risk stormwater pollution-generating activities or sites.
  • Check stormwater hotline on a regular basis; respond in a timely manner to inquiries or complaints relative to construction activities, sewer spills, illegal discharges at industrial/commercial sites, as well as resident complaints; maintain logs.
  • Maintain reference volumes of codes, ordinances, and standards.
  • Operate calculators and computers.
  • Order materials and supplies.
  • Communicate with various departments in the City.
  • Maintain a pleasant and positive bearing while communicating with the public.
  • May represent the City in routine court enforcement of citations.
  • Operate City vehicles.
  • Perform related work as required.
Requirements
  • Possession of a valid California Class C Driver's License.
  • Possession of a current PC 832 Certificate.
  • Any combination of training, education, and experience that demonstrates an ability to perform the duties of the position.
Preferred Qualifications
  • Experience performing investigative, code enforcement, or other work involving extensive public contact involving enforcement of established standards or requirements.
  • Knowledge of municipal ordinances and state laws pertaining to assignment.
  • Record keeping techniques; basic English usage.
  • Basic map reading; basic elements of public relations.
  • Basic arithmetic.
  • General office equipment.
  • Appropriate safety precautions and procedures.
Working Conditions

The City provides Workers' Compensation Insurance to all employees. Employee is required to contribute 7.5% of gross earnings to the MissionSquare Retirement Plan, which is offered in lieu of Social Security, OR Current CalPERS members will be required to contribute the full employee contribution of 8%.
