Under general supervision, this role involves complex and significant professional responsibilities in the areas of strategizing, organizing, and overseeing the operations of a probation unit within the Juvenile Probation Department, along with performing associated duties as necessary.
Key Responsibilities
Essential functions encompass, but are not limited to:
- Supervision: Oversees probation officers, administrative personnel, and volunteers within designated units by directing, organizing, and reviewing their tasks; assessing job performance; mediating conflicts, and executing other essential duties to ensure high standards of work quality and productivity. This includes evaluating staff performance through observation and work reviews to maintain awareness of their capabilities, thereby facilitating efficient planning for unit operations and staffing requirements; equitably assigning cases and responsibilities to foster good employee morale and work quality; auditing probation officers' caseloads; and managing work schedules, leave, and attendance issues to meet operational demands.
- Training and Development: Facilitates staff training and development using effective teaching methodologies; provides guidance and support concerning laws, policies, and procedures related to agency operations; and clarifies proper casework methodologies, investigative report writing, and presentation skills.
- Community Engagement: Engages with community groups and individuals, including community-based organizations and other municipal departments, to exchange information regarding departmental policies and procedures, thereby fostering positive community relations.
- Program Evaluation: Assesses and monitors residential and non-residential programs utilized by the Juvenile Probation Department to ensure appropriate client placements.
- Reporting: Prepares and delivers oral reports on unit operations to boards, commissions, courts, and other agencies and municipal departments. Additionally, composes written reports on unit functions for the same entities, submits performance evaluations to management, and prepares expense reports for approval. Collects and maintains statistical data on clients served and services rendered.
- Transportation Coordination: Oversees the scheduling and coordination of transportation for clients, both locally and beyond, including assigning probation officers to youth, reviewing travel documentation, and determining necessary security levels.
- Background Investigations: May assist the Personnel Office in conducting background checks on new hires as per Juvenile Probation Department policies.
- Incident Investigations: May coordinate and conduct investigations of incidents involving staff, clients, and programs through research, interviews, counseling, and formal investigative processes.
- Budget Assistance: May contribute to the annual budget development by providing relevant cost and resource information.
- Policy Development: May assist in policy formulation by participating in administrative meetings, planning organizational changes, and acting as a liaison between staff and management to clarify policies and support management in developing new or revised departmental policies and procedures.
