Job Overview

The Zoning Compliance Specialist plays a crucial role in overseeing and evaluating projects in accordance with the local Zoning Ordinance. This position entails a blend of professional and technical responsibilities in urban planning, including project assessments, zoning consistency evaluations, and site inspections to ensure adherence to zoning approvals and special permits.

In addition to project reviews, the Zoning Compliance Specialist actively engages in development assessments, contributes to zoning modifications, and acts as a liaison among various city departments to facilitate efficient project reviews and ensure equitable enforcement of zoning regulations.

Key Responsibilities
  • Act as a representative of the Director of Inspectional Services/Building Commissioner to ensure compliance with the local Zoning Ordinance.
  • Conduct thorough evaluations of project plans for alignment with zoning regulations.
  • Under the guidance of the Senior Zoning Review Planner, perform regular site inspections during construction to verify compliance with zoning certificates.
  • Generate clear and precise reports for projects identified as non-compliant for review by senior staff.
  • Assist in reviewing building proposals for adherence to zoning laws.
  • Conduct research and data analysis relevant to zoning and planning.
  • Evaluate plans submitted to the Planning Board, Zoning Board of Appeals, and Conservation Commission for compliance with applicable codes.
  • Review ongoing projects and completed works to ensure they meet the conditions set by the ZBA and Planning Board.
  • Provide zoning opinions and recommendations for by-law amendments.
  • Offer information to the public regarding city ordinances and regulations.
  • Deliver professional and technical administrative approvals in line with local and state regulations.
Qualifications

Education and Experience: A college degree along with a minimum of three years of relevant experience is required; an equivalent combination of education and experience that equips the candidate with the necessary knowledge and skills is acceptable. A Master’s degree in Planning or a related discipline is preferred.

Availability: The candidate should be reachable during standard business hours and must have reliable transportation for site visits.

Knowledge, Skills, and Abilities

Knowledge: A solid understanding of urban planning, conservation, economic development, and infrastructure is essential.

Skills: Proficiency in effective communication, both verbal and written, with various stakeholders including government agencies, architects, and the public is crucial. The ability to interpret technical drawings is also necessary.

Work Environment: The position involves a typical office setting with occasional outdoor work at construction sites. The role may require attendance at evening meetings and working beyond standard hours.

Physical and Mental Requirements
