Job Overview

The Zoning Compliance Specialist plays a crucial role in overseeing and evaluating projects in accordance with the Somerville Zoning Ordinance. This position involves a blend of professional and technical responsibilities in urban planning, including project assessments, zoning consistency evaluations, and site inspections to ensure adherence to zoning approvals and special permits.

Key responsibilities include:

  • Acting as a representative of the Director of Inspectional Services/Building Commissioner to ensure compliance with zoning regulations.
  • Conducting thorough reviews of project plans to verify alignment with the Zoning Ordinance.
  • Performing regular site inspections during construction phases to assess compliance with zoning certificates.
  • Generating clear and precise reports for projects that do not meet compliance standards for further review.
  • Collaborating with the Senior Zoning Review Planner to evaluate building proposals for zoning conformity.
  • Engaging in research and data analysis to support planning initiatives.
  • Reviewing plans submitted to the Planning Board, Zoning Board of Appeals, and Conservation Commission for compliance with relevant codes.
  • Monitoring projects during and after construction to ensure they meet established conditions set by the ZBA and Planning Board.
  • Providing zoning opinions and recommendations for amendments to bylaws and ordinances.
  • Offering guidance to the public regarding city ordinances and state regulations.
  • Delivering professional administrative approvals in line with local and state guidelines.
Qualifications

Education and Experience: A college degree coupled with a minimum of three years of relevant experience is required; an equivalent combination of education and experience may also be considered. A Master’s degree in Planning or a related discipline is preferred.

Skills and Knowledge:

  • Knowledge: Familiarity with planning, conservation, economic development, and infrastructure is essential.
  • Abilities: Strong communication skills, both verbal and written, are necessary for effective interaction with various stakeholders, including state and federal agencies, architects, and the general public.
  • Skills: Proficiency in public presentations and facilitating discussions is advantageous.
Work Environment

The role is primarily office-based but may require occasional fieldwork at construction sites. The work environment may present typical office discomforts, with the possibility of distractions from noise or physical surroundings. Flexibility to work beyond standard hours may be necessary to attend meetings or complete assignments.

Physical and Mental Requirements

The position involves minimal physical demands, primarily requiring sitting, with some walking and standing. Occasional lifting of light objects may be necessary. The role is predominantly mental, requiring analytical skills for document review and interpretation.
