Key Responsibilities:

  • Oversee and manage engineering projects from inception to completion.
  • Provide expert guidance and coordination on engineering project scope, requirements, and funding.
  • Deliver design and technical expertise in the field of Electrical Engineering.
  • Act as the Navy Technical Representative (NTR) under the Contracting Officer's Technical Representative (COTR).
  • Evaluate plans and designs prepared by professional engineering firms to ensure compliance with Navy and Department of Defense standards.

Required Qualifications:

Applicants must demonstrate at least one year of specialized experience as a professional electrical engineer at or equivalent to the GS-11 grade level or comparable experience in the private or public sector.

Specialized experience must include:

  • Reviewing engineering submittals (drawings, specifications, calculations, and cost estimates) for compliance with relevant laws and standards.
  • Utilizing electrical engineering software (such as AutoCAD and other design/analysis tools) to create design documents and specifications.
  • Analyzing engineering challenges to provide effective solutions to complex issues.
  • Managing personnel or contractors to ensure the successful completion of intricate engineering projects.
  • Preparing and presenting findings and proposed designs to stakeholders and management.

Employment Conditions:

  • Must be a U.S. Citizen.
  • Required to obtain and maintain a Secret Clearance.
  • Current registration as a Professional Engineer is mandatory for consideration at the GS-13 level.
  • Occasional travel may be necessary.
  • This position is subject to the Defense Acquisition Workforce Improvement Act (DAWIA) requirements.
  • Completion of ethics orientation and submission of a Confidential Financial Disclosure Report is required within specified timeframes.

Educational Requirements:

A Bachelor's Degree (or higher) in Electrical Engineering, or current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE). Evidence of passing the Fundamentals of Engineering (FE) examination is also required.

Alternatively, successful completion of at least 60 semester hours in relevant physical, mathematical, and engineering sciences, along with professional engineering experience under supervision, may be accepted.
