Key Responsibilities:
- Oversee and manage engineering projects from inception to completion.
- Provide expert guidance and coordination regarding project scope, requirements, and funding.
- Deliver design and technical expertise in the field of Electrical Engineering.
- Act as the Navy Technical Representative (NTR) under the Contracting Officer's Technical Representative (COTR).
- Evaluate plans and designs from Professional Engineers in various firms to ensure compliance with Navy and Department of Defense standards.
Required Qualifications:
Applicants must demonstrate at least one year of specialized experience as a professional electrical engineer at or equivalent to the GS-11 grade level or comparable experience in the private or public sector.
Specialized experience must include:
- Reviewing engineering submittals such as drawings, specifications, calculations, and cost estimates for compliance with relevant laws and standards.
- Utilizing electrical engineering software (e.g., AutoCAD, Whole Building Design Guide) to create design drawings and specifications.
- Analyzing engineering challenges to develop solutions for complex engineering and construction issues.
- Managing personnel or contractors to successfully complete intricate engineering and construction projects.
- Preparing and presenting analytical results and proposed designs to stakeholders and management.
Employment Conditions:
- Must be a U.S. Citizen.
- Required to obtain and maintain a Secret Clearance.
- Current registration as a Professional Engineer is necessary for consideration at the GS-13 level.
- Occasional travel may be required.
- This position is subject to the Defense Acquisition Workforce Improvement Act (DAWIA); certification in the relevant Acquisition Functional Area is required.
- Completion of ethics orientation within three months of appointment and submission of a Confidential Financial Disclosure Report is mandatory.

Educational Requirements:
A Bachelor's Degree (or higher) in Electrical Engineering, or current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) is required. Evidence of passing the Fundamentals of Engineering (FE) examination is also necessary.
Alternatively, successful completion of at least 60 semester hours in relevant physical, mathematical, and engineering sciences may be accepted, provided the applicant has one year of professional engineering experience under supervision.
