Job Summary

We are seeking a highly skilled and experienced Supervising Intelligence Analyst to join our team at the City of Riverside, CA. As a key member of our intelligence team, you will be responsible for overseeing the development and delivery of situational awareness, analysis, and programs to stakeholders that inform, detect, and defend against major threats in the Inland Southern California Region.

Key Responsibilities
  • Supervise one or more units that develop and deliver situational awareness, analysis, and/or programs to stakeholders that inform, detect, and defend against major threats in the Inland Southern California Region.
  • Schedule, assign, supervise and evaluate the work of STRAC Analyst staff.
  • Recommend and assist with the implementation of overall STRAC goals and objectives.
  • Develop appropriate Standard Operating Procedures to ensure personnel have situational awareness of their duties/responsibilities and that correct processes are being followed.
  • Apply analytical tradecraft to gather and assess information from federal, state, local, tribal, territorial (SLTT) partners to produce actionable intelligence.
  • Assist in the development of analytical tools and methodologies.
  • Lead or direct the evaluation and assessment of new or emerging technology to support analytic functions, and responsibilities; provide recommendations and proposals for acquisition to the STRAC management team.
  • Anticipate customer/stakeholder intelligence needs through the identification of intelligence gaps associated with terrorism and criminal threats.
  • Plan, coordinate, and conduct the collection and analysis of strategic and tactical intelligence.
  • Assess unforeseen developments, new phenomena, and difficulties encountered, and recommends changes in direction and approach.
  • Oversee all strategic intelligence production efforts from topic selection and research to final publication; ensure relevance and value for respective stakeholders and full compliance with intelligence standards, style guides, and grant reporting requirements.
  • Perform high-level peer review, editing, and publication needs for all STRAC communications and products including the annual threat assessment to regional partners; apply analytic expertise and sound judgment to all conclusions and recommendations.
  • Oversee the identification, reporting, and collection of regional intelligence gaps or US Department of Homeland Security, SLTT Compendium of Key Intelligence Questions (KIQs) in the STRAC area of responsibility (AOR).
  • Ensure proper coordination of products with appropriate partner entities. Assist in prioritizing dissemination of joint-sealed products with partners, to include other California fusion centers and federal agencies.
  • Maintain working knowledge and oversight of criminal intelligence analysis techniques and procedures. Identify and improve upon analytical workflow inefficiencies when identified.
  • Conduct all-source, integrated intelligence analysis related to complex public safety and national security topics and write short-impactful intelligence products based on varying sources of intelligence disciplines when needed.
  • Develop timely and relevant briefings and presentations to executive staff and regional leaders.
  • Review reported tips and leads for threat information and situational awareness, including determining location, activity, and reporting trends; and anticipate customer/stakeholder intelligence needs through the identification of intelligence gaps associated with terrorism threats.
  • Supervise a team(s) providing real-time analysis of incoming raw information to Emergency Operations Centers (EOCs). Generate statistical reports to include value-added situation reports (SITREPs). Disseminate, research, and respond to requests for information (RFIs) from regional partners and the National Network of Fusion Centers.
  • Maintain working knowledge of the laws and guidelines that govern the collection, retention, and dissemination of intelligence and develop/supervise this skill in subordinates.
  • Coordinate with the STRAC management team to identify and document all grant reporting needs.
  • Provide technical support to the Critical Infrastructure Protection Program (CIPP), including the development of private sector cooperation strategies.
  • Oversee the onboarding process and provide analytic training, mentorship, and support to newly hired STRAC intelligence analysts; Promote and encourage a communicative, positive, and innovative team environment by recognizing significant achievements and meeting regularly as a team as well as one-on-one with intelligence analysts to identify issues and ensure expectations are met.
  • Liaison and coordinate with the California State Threat Assessment System (STAS), National Fusion Center Association (NFCA), the National Intelligence Community, Department of Homeland Security Intelligence and Analysis, High Intensity Drug Trafficking (HIDTA) Investigative Support Centers (ISC), Inland Empire Crime and Intelligence Analysts Associations (IECIAA), and other relevant analytical associations.
  • Establish and maintain professional relationships and collaborate with federal, SLTT, and private sector regional partners and represent STRAC and its interests at professional functions.
  • Demonstrate ability to introduce and implement new concepts and techniques to better serve local and regional partners.
  • Maintain an in-depth understanding of foreign and domestic terrorist threats facing the Inland Empire.
  • Organize, coordinate, schedule, and provide supervisory support during emergency events, planned special events, training events, and exercises.
  • Represent the STRAC at regional and national working groups, working closely with both senior and line-level personnel from other agencies; develop and conduct presentations at various regional and national conferences.
  • Demonstrate ability to work independently; to include prioritizing own work under pressure of deadlines without specific guidance and develop/supervise this skill in subordinates.
  • Ensure and audit subordinates' compliance with all applicable federal and California statues, and STRAC policies, to include criminal justice information systems, and Privacy, Civil Rights and Civil Liberties (P/CRCL) federal and state laws; Work closely with the privacy officer on all P/CRCL needs.
  • In support of the fusion center's mission, the SIA may be asked to perform other duties as assigned by leadership.
  • Manage employee schedules and leave time. Provide leadership, select, supervise, train, and evaluate subordinates' performance. Schedule, assign, supervise, and evaluate the work of Analyst support staff.
