About the Job

The Virginia Department of Human Resource Management is seeking a highly skilled Enforcement Specialist to join our team. As an Enforcement Specialist, you will play a critical role in analyzing and investigating alleged statutory and regulatory violations, ensuring compliance with complex laws and regulations.

Key Responsibilities
  • Analyze and investigate alleged statutory and regulatory violations, including both licensed and unlicensed activities.
  • Manage all communication, both written and oral, to all parties involved in the complaint/investigative process.
  • Presentation of investigative reports and direct support to the Enforcement Director.
  • Assist with other duties as assigned.
Requirements
  • Ability to accurately interpret complex statutes and regulations.
  • Ability to compare, and appropriately apply, information collected to complex statutes and regulations.
  • Ability to conduct/complete complex investigations as demonstrated by investigative experience or experience in conducting thorough research and applying analytical skills.
  • Ability to recommend appropriate outcomes based upon the collection of complex information and its comparison with applicable statutes and regulations.
  • Ability to accurately document findings in accordance with policy and procedure.
  • Strong oral and written communication skills, with the ability to write persuasive, well-reasoned, fact-based documents.
  • Strong proofreading skills.
  • Strong analytical skills and demonstrated ability to organize and analyze complex information.
  • Ability to effectively utilize Microsoft Office and Adobe products.
  • Excellent organizational skills to include the ability to successfully manage multiple tasks.
  • Commitment to customer service with the ability to effectively and appropriately interact with the public, VBOA staff, and members of other departments and agencies.
  • Knowledge of the Virginia Administrative Process Act (APA) and some knowledge of the legal system.
  • Ability to deal with the public in an enforcement capacity and protect confidential information.
  • Current, formal work experience independently conducting investigations, including but not limited to fraud, criminal, civil and/or regulatory.
Preferred Qualifications
  • Licensed or formerly licensed CPA.
  • Working knowledge of accounting and taxation terminology.
  • Experience analyzing financial records.
  • Prior experience with administrative law.
