Job Summary

This role supports the development and delivery of a comprehensive emergency management program for PacifiCorp. The successful candidate will lead the development and implementation of emergency management plans, provide training and exercises, and serve as the liaison with local, state, and federal agencies. The ideal candidate will have a strong background in emergency planning, training, and coordination, as well as excellent communication and leadership skills.

Key Responsibilities
  • Develop and implement emergency management plans and procedures to ensure business resiliency during emergencies and disasters.
  • Provide training and exercises to internal and external stakeholders on emergency management and response procedures.
  • Serve as the liaison with local, state, and federal agencies to ensure compliance with regulatory requirements and to coordinate emergency response efforts.
  • Lead the development and delivery of companywide emergency management training and exercise programs.
  • Support the Emergency Operations Center (EOC) and provide emergency response training to EOC staff and the Executive Policy Group.
  • Provide advanced analysis and alternatives for varying scenarios with the emergency management team.
  • Lead the development of after-action reports and improvement plans to address operational and process gaps in emergency management plans.
  • Participate in emergency management plan audits and updates on a continuous basis.
  • Establish and maintain robust emergency management working relationships with external contacts from mutual assistance organizations, government agencies, and other emergency management agencies.
  • Represent the company and act as the primary point of contact as required with local, state, and federal agencies, the private sector, volunteer organizations, and the public for all matters pertaining to emergency management.

Requirements
  • Bachelor's degree in an applicable field or the equivalent combination of education and experience.
  • A minimum of five or more years of related experience in emergency planning, training, exercises, coordination, and implementation.
  • Ability to establish objectives, decision making, and the ability to oversee multiple projects, operations, and functions.
  • Necessary skills to support the development or implementation of a system, program, or process.
  • 24/7 availability to support emergencies and disasters.
  • Demonstrated knowledge of the National Incident Management System based on completion of ICS, IS-700, IS-800, and the FEMA Professional Development Series.
  • Proficient with the use of personal computers, including spreadsheet (Excel), word processing (Word), and presentation applications (PowerPoint) to compile, maintain, and present information.
  • Demonstrated excellent verbal and written communication skills.
  • Experience leading or the ability to lead emergency response efforts for a small government or corporate organization.

Preferred Qualifications
  • Advanced degree.
  • Knowledge of company's strategic plan, objectives for specific areas, as well as company policies, procedures, and practices and federal, state, and local governmental laws and regulations.
  • Previous electric utility experience.
  • Emergency Operations Center experience.
  • Incident management experience.
  • Certified Emergency Manager (CEM) certification from the International Association of Emergency Managers (IAEM).
