Job Summary

PacifiCorp is seeking a highly skilled Emergency Management Specialist to join our team. As a key member of our Emergency Management Program, you will be responsible for developing and implementing comprehensive emergency management plans, ensuring compliance with regulatory agencies, and serving as a liaison with local, state, and federal agencies.

Key Responsibilities
  • Develop and update emergency management plans, including hazard-specific plans and emergency response procedures.
  • Lead the development and delivery of company-wide emergency management training and exercise programs.
  • Support the development and implementation of education and training for the Emergency Operations Center (EOC) staff and the Executive Policy Group on the Incident Command System and EOC structure.
  • Provide advanced analysis and alternatives for varying scenarios with the emergency management team.
  • Lead the development of after-action reports and improvement plans to address operational and process gaps in emergency management plans.
  • Participate in emergency management plan audits and updates on a continuous basis.
  • Establish and maintain robust emergency management working relationships with external contacts from mutual assistance organizations, government agencies, and other emergency management agencies.
  • Ensure compliance with all local, state, and federal mandates relating to emergency management.
  • Represent the company and act as the primary point of contact as required with local, state, and federal agencies, the private sector, volunteer organizations, and the public for all matters pertaining to emergency management.
  • Ensure the company's EOC system is in a state of operational readiness.
  • Provide weather forecast data as required to support operational organizations.
  • Participate in Berkshire Hathaway Energy cross-platform emergency management forums and activities.
  • Support the coordination and collaboration with business continuity to ensure emergency management and business continuity plans are in alignment.
Requirements
  • Bachelor's degree in an applicable field or the equivalent combination of education and experience.
  • A minimum of five or more years of related experience in emergency planning, training, exercises, coordination, and implementation.
  • Ability to establish objectives, decision-making, and the ability to oversee multiple projects, operations, and functions.
  • Necessary skills to support the development or implementation of a system, program, or process.
  • 24/7 availability to support emergencies and disasters.
  • Demonstrated knowledge of the National Incident Management System based on completion of ICS, IS-700, IS-800, and the FEMA Professional Development Series.
  • Proficient with the use of personal computers, including spreadsheet (Excel), word processing (Word), and presentation applications (PowerPoint) to compile, maintain, and present information.
  • Demonstrated excellent verbal and written communication skills.
  • Experience leading or the ability to lead emergency response efforts for a small government or corporate organization.
Preferred Qualifications
  • Advanced degree.
  • Knowledge of company's strategic plan, objectives for specific areas, as well as company policies, procedures, and practices and federal, state, and local governmental laws and regulations.
  • Previous electric utility experience.
  • Emergency Operations Center experience.
  • Incident management experience.
  • Certified Emergency Manager (CEM) certification from the International Association of Emergency Managers (IAEM).
