Job Summary

We are seeking an experienced IT professional to join our team as an Information Technology Manager for our Water and Sewer Systems. The successful candidate will be responsible for planning, organizing, coordinating, and administering the operation, maintenance, and development of our Water/Sewer SCADA management and related systems.

Key Responsibilities
  • Plan, organize, coordinate, and administer the life cycle management, development, and implementation of Water/Sewer SCADA network and related programs.
  • Administer program quality control procedures, maintain and update policies and procedures as they relate to SCADA, review technical problems and procedure changes, administer acceptance testing of new programs, complete documentation for and log project work and new programs into production.
  • Maintain and refine complex Information Technology (IT) and Operational Technology (OT) systems and programs for users, analyze requests and determine needs, develop and/or update specifications, define procedures as well as data inputs and outputs, document and implement systems, and produce requested complex reports.
  • Review new equipment and software offerings and recommend for purchase, prepare statistical analyses and reports, and serve as a general program maintenance troubleshooter.
  • Manage training program for users in systems use and enhancements.
  • Supervise the daily activity of water/sewer information technology staff.
  • Manage support contracts for SCADA network including, but not limited to integrators, Chief Information Security Officer (CISO), and hardware support.
  • Undertake long and short-range planning and needs assessment for the improvement of the management information and related systems, consult with user departments to assess long term equipment and software needs, develop hardware and software capital management plans and recommendations.
  • Monitor and implement recommendations from national cybersecurity programs including CISA and the EPA pertaining to the water industry.
  • Participate in technical and administrative studies and reviews reports of program needs and accomplishments.
  • Maintain records and prepare reports on a variety of subjects.
  • Provide technical systems analysis and development assistance for departments, users, and staff as required.
  • Serve on various committees and management teams as assigned.
  • Review periodicals, technical developments, and other materials to keep abreast of developments in the field of technology and SCADA management and related fields.
Requirements
  • Possession of a bachelor's degree in computer science, business, or public administration or related field.
  • Five (5) years of progressively responsible professional experience in a field related to information technology systems.
  • Any equivalent combination of training and experience.
Preferred Qualifications
  • Five (5) years of progressively responsible professional experience in a field related to the management of information technology systems or critical infrastructure SCADA systems.
  • Information Technology Infrastructure Library (ITIL) certification.
  • Vendor-specific SCADA certifications.
  • PMP certification.
