The Nurse Manager undertakes advanced nursing responsibilities, including the planning, development, coordination, and evaluation of nursing care around the clock.

The Nurse Manager oversees daily operations across all designated areas.

They play a crucial role in identifying and implementing Standards of Practice that align with the Health and Human Services Commission (HHSC), accepted ICF-IID (Intermediate Care Facility for Individuals with Intellectual/Developmental Disabilities) regulations, the Texas Administrative Code (TAC), and the Texas State Board of Nursing.

The Nurse Manager ensures a skilled workforce.

They provide clinical guidance and expertise, ensuring care is tailored to individual resident characteristics such as age, developmental stage, diagnoses, and specialized needs.

They engage in the formation and support of integrated treatment teams, collaborating closely with various divisions and departments, interdisciplinary teams (IDTs), residents and their families, as well as external organizations like professional and advocacy groups.

The Nurse Manager is involved in performance enhancement and quality assurance initiatives. They supervise staff, including hiring, managing time and leave, training, coaching, and conducting performance evaluations. They also provide care to HHS employees injured during work-related activities. This role operates under limited supervision, allowing for significant initiative and independent judgment.

Shift statement (as applicable): This position may qualify for additional compensation for work performed during evenings, nights, and/or weekends.

MSP statement (as applicable): This position may also qualify for extra pay for work conducted in maximum security settings.


Key Responsibilities:

Regular attendance is required, with the possibility of working specific shifts or, at times, a rotating schedule, extended shifts, and/or overtime as per agency leave policies, along with other assigned duties.

May serve in an on-call capacity on a rotating basis to meet operational demands of the facility.

Plans, organizes, directs, and manages daily operations and activities of the assigned area in accordance with SSLC and HHSC policies, state and federal regulations, and ICF-IID standards to deliver quality health services to individuals served by the state-supported living center.

Acts as a spokesperson and advocate for the professional practice of program-based nursing services through active participation in performance improvement activities, which include monitoring nursing performance metrics, conducting nursing record assessments, peer reviews, and reviewing serious incidents when designated.

Performance is expected to reflect a high level of engagement, professionalism, and productivity.

Coordinates and oversees the overall activities of nursing services in the assigned area by monitoring all levels of nursing personnel.

Fosters an environment that empowers nurses to deliver effective, compassionate, and efficient care by promoting a culture that enhances job satisfaction through productivity and quality improvement.

Oversees nursing policies and procedures to cultivate a professional atmosphere, advance the program's mission, and ensure alignment with professional and organizational standards.

Facilitates, mentors, and supervises others in developing and implementing strategies to guarantee optimal nursing services are available to residents 24/7.

Ensures recognition and reward initiatives that enhance staff morale.

Ensures that general patterns and trends of nursing care are reported (e.g., 24-hour nursing reports, documentation regarding restraints, staff call-ins, etc.).

Provides clinical direction and expertise, ensuring that care is developmentally appropriate to meet specific and specialized resident needs.

Collaborates with teams to implement resident-centered trauma-informed care.

Facilitates the adoption of practice standards consistent with the Board of Nursing, ICF-IID standards, Centers for Medicare and Medicaid (CMS) conditions of participation, Texas Administrative Code (TAC), and the agency's rules and regulations.


Serves as a resource on nursing practices and educational programs by performing consultative and administrative functions.

Ensures a competent workforce by participating in the design, development, and oversight of systems that evaluate and enhance the quality of resident care through Quality Assessment and Quality Improvement (QAQI) initiatives addressing critical aspects of nursing care.

Incorporates program-specific monitoring into ongoing performance improvement activities and ensures timely reporting.

Utilizes data to identify and address patterns and trends related to nursing care delivery.

Protects residents' rights by addressing issues identified in care reports, client abuse and neglect reports, 24-hour reports, and other SSLC reporting mechanisms.

Ensures systematic capture, review, analysis, communication, and follow-up concerning significant events within the program (e.g., Medication Errors, Adverse Drug Reactions, Unauthorized Departures, Deaths, Unusual Occurrences, etc.).

Oversees and conducts clinical reviews to ensure adequate care is provided to residents when assigned. Alerts leadership to safety and risk management concerns and actively facilitates problem-solving strategies.

Collaborates with leadership to fulfill the nurse staffing plan supporting the SSLC mission. Ensures the continuous (24/7) timely availability of nursing staff to meet resident care needs.

As assigned, establishes and annually evaluates a staffing plan for nursing services that identifies minimum staffing levels for all nursing personnel to promote a safe environment compliant with all regulatory and professional standards.

Seeks and utilizes suggestions to effectively streamline work processes and minimize redundancy. Works with leadership to keep nursing management informed of resource allocation and reallocation needs for nursing services. Tracks and aggregates information for analysis and feedback to program staff and leadership. Proactively identifies and pursues opportunities for improved recruitment and retention of qualified personnel. Participates in developing and supporting partnerships within the SSLC and key stakeholders, including residents and their families. Collaborates with external stakeholders such as professional groups, advocacy organizations, surveyors, and monitors as necessary.

Partners with leadership to design and deliver a high-quality care system for residents using a multidisciplinary approach.

Participates in assigned committees, workgroups, and task forces as requested. Promotes positive working relationships with external agencies (e.g., Provider Investigations (PI), Office of Inspector General (OIG)), other SSLC departments, programs, and divisions, including ancillary/support services (e.g., Pharmacy, Medical Staff, Risk Management, Quality Assurance, Dietary, etc.).

Provides treatment to HHS employees injured during work-related activities.

Maintains proficiency in CPR and other emergency procedures, initiating as necessary.

Performs additional duties as assigned.

Other responsibilities may include actively participating and/or serving in a supporting role to fulfill the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.

Such participation may necessitate an alternate shift pattern assignment and/or location.

Required Knowledge, Skills, and Abilities:
