Job Title: Director, Project Governance & Oversight

Job Summary:

The Director, Project Governance & Oversight is responsible for developing and implementing project management processes and procedures that govern how projects are managed and controlled from initiation through close-out within RES. This includes all project stages from handover, engineering, procurement, execution, close-out, and potential hand-off to support services.

Key Responsibilities:

  • Develop and standardize project management procedures across all stages of the project lifecycle to ensure uniformity and consistency in execution.
  • Continually assess and update standard operating procedures to adapt to new insights and industry practices.
  • Establish a rigorous quality assurance framework that ensures all projects adhere to standardized procedures and benchmarks.
  • Conduct regular compliance audits and reviews to monitor adherence to standardized processes and identify areas for improvement.
  • Organize and lead peer reviews.
  • Develop and define key performance indicators (KPIs) that measure the effectiveness and efficiency of standardized procedures.
  • Implement a performance monitoring system to regularly assess project outcomes against expected standards and targets.
  • Create comprehensive training through the introduction of a project management knowledge center.
  • Ensure ongoing education and certification in standardized processes to maintain high standards of practice across the organization.
  • Oversee development and implementation of the project manager competency framework.
  • Lead the initiative for continuous improvement by soliciting feedback from project teams and stakeholders to refine procedures.
  • Utilize data-driven insights to optimize standard procedures, ensuring they evolve with the business needs and industry trends.
  • Maintain transparent communication channels with all stakeholders to explain the value and rationale behind standardization processes and gather feedback to further refine and improve operational standards.

Requirements:

  • Strong project management skills with an advanced understanding of PMBOK.
  • Ability to build strong relationships, develop trust, and build consensus and foster a culture of openness for feedback.
  • Comfortable holding colleagues accountable for their commitments.
  • Strong change management skills with the ability to clearly articulate the value a change in process or procedure will deliver to a key stakeholder.
  • Excellent communication skills with the ability to convey the appropriate amount of detail for the required audience.
  • Ability to distill complex information and strategies into actionable recommendations.
  • Problem-solver who can assess constraints, conceptualize, and implement solutions.
  • Strong leadership skills with a track record of leading high-performance teams.
  • Ability to influence without direct authority.
  • Familiarity with Primavera P6.
  • Experience with ERP systems.
  • Functional competencies include accountability, building strategic partnerships, continuous improvement, ethics & integrity, and managing vision & purpose.

Qualifications:

  • Bachelor's degree in Engineering or Construction Management, required.
  • Master's degree in Engineering, Construction Management, or Business, preferred.
  • PMP certification, preferred.
  • 12 or more years of experience in project management experience in the construction industry, required.
  • 8 or more years of experience in a functional capacity with experience in development and implementation of processes and systems, preferred.
  • 2 or more years of experience in team leadership, strategic planning, continuous improvement leadership, and best practice leadership, required.
  • Ability to travel domestically and internationally 16 to 30%, required.
  • Must possess a valid driver's license.
