Position Overview

This role involves advanced administrative, professional budgeting, and fiscal management responsibilities.

The individual in this position will provide essential support to the Grant Manager and Financial Planning Supervisor in executing accounting and fiscal operations within the Office of Administration.

Key responsibilities include the implementation of fiscal policies and controls, along with the administration of effective budgeting and accounting practices.

The position entails auditing, budget preparation, financial statement generation, and other necessary reporting related to grants and operational funds.

The employee will operate independently under the general supervision of the Grant Manager and Financial Planning Supervisor, who will review work for compliance with policies and standards of fiscal management, as well as for the achievement of objectives.

Key Responsibilities

- Develops budgets in alignment with accounting and fiscal control plans and procedures.

- Provides guidance and support to the Leadership Team and operational units regarding fiscal management policies and procedures relevant to Health Department operations and grants managed by the Health Department.

- Assesses the effectiveness of budgeting, accounting, and fiscal control through audits and periodic analyses to ensure adherence to professional standards, recommending process improvements to the Leadership Team as necessary.

- Coordinates the fiscal management components of grant management with relevant funding sources.

- Utilizes computer-based systems to manage expenses through various accounting and budgeting software, including posting journal entries, tracking expenditures, monitoring spending, and reporting.

- Analyzes spending patterns of contract service providers to identify over or under expenditures, facilitating fund reallocation or contract renegotiation.

- Assists in evaluating current revenue sources, enhancing collection processes, and developing new long-term revenue streams.

- Prepares monthly financial summaries comparing actual year-to-date expenses to projected expenses and revenues for assigned funding streams.

- Demonstrates proficiency in analyzing monthly expense reports to identify discrepancies and areas for improvement.

- Aids the Financial Planning Supervisor in developing Key Performance Indicators (KPIs) to enhance revenue and expenditure processes across the Department.

- Performs related duties as required.

Knowledge Requirements

- Understanding of principles and practices of budgeting and fiscal management in the public sector.
- Familiarity with accounting and auditing principles and practices.
- Proficiency in Excel and its advanced functionalities.
- Knowledge of fiscal control aspects of grant proposals and administration in the healthcare sector is preferred.

Skills Required

- Ability to establish a fiscal management program that meets professional standards.
- Capability to analyze public budgetary and fiscal issues and recommend changes.
- Ability to foster effective working relationships with staff, the public, and other agencies.
- Proficient in articulating ideas clearly in all forms of communication.
- Competence in utilizing computer skills for all job-related tasks.
- Ability to respond effectively to Public Health Emergencies.
- Proficient in analyzing contract information in both Payables and Grant Contracting.

Residency Requirement:
Must reside in Allegheny County within one year.
