ARServices is currently in search of a Financial Planning Analyst to support operations in a dynamic environment.

The selected candidate will assist the Defense Threat Reduction Agency (DTRA) Research & Development Directorate (RD) Front Office. This role involves providing Advisory and Assistance Services (A&AS) to various departments within RD. The analyst will collaborate with government project managers and budget specialists, focusing on budget and program planning, execution analysis, and program integration across their respective portfolios. A key responsibility will be to support the directorate's portfolio audit readiness under the guidance of a senior A&AS budget analyst. Familiarity with or a willingness to learn about Department of Defense (DoD) Planning, Programming, Budgeting and Execution (PPBE), Program Objective Memoranda (POMs), Budget Estimate Submissions (BESs), and spend plans is essential.

Key Responsibilities:

  • Monitor, evaluate, and address division unliquidated obligations (ULOs) and unresourced requirements (URRs), ensuring compliance with DoD/DTRA standards.
  • Assist in the formulation and preparation of PPBE, POM, and BES documentation and workbooks.
  • Oversee administrative support, coordinate weekly meetings, and organize workflow.
  • Contribute to the development of annual budget plans, spend plans, and budget justifications.
  • Compile and track financial obligations and expenditure data for the department and directorate.
  • Prepare weekly, monthly, and annual financial management reports and presentations to inform leadership about budget status.
  • Gain insights into financial systems that provide data on current and prior year obligations and expenditures.
  • Document key discussions and directives from senior leaders during important engagements.
  • Draft and manage senior leader correspondence based on verbal instructions and meeting outcomes.
  • Support the creation, version control, and quality assurance of presentations and other engagements with the RD Front Office and other entities as required.
  • Prepare leadership for regular RD meetings and other scheduled gatherings.
  • Collaborate effectively with a cross-functional front office team, assisting or leading other activities as directed, with an emphasis on teamwork.
  • Perform additional tasks as necessary.
Qualifications:

Security Clearance:

Active/current Secret clearance is mandatory.

Essential Qualifications:
  • Bachelor's degree in finance, management, or a related field.
  • 7-10 years of experience in financial analysis and management.
  • 3-5 years of resource management experience with multiple DoD appropriations.
  • Experience in DoD financial management, PPBE processes, and budget planning at the service or department headquarters level.
  • Strong written and verbal communication skills, with experience in developing and presenting complex information to senior government officials using Microsoft Office Suite.
  • Familiarity with the Defense Agencies Initiative (DAI) Accounting system.
  • Proficiency in Microsoft Office (Word, PowerPoint, Outlook, and Excel) and collaborative tools (MS TEAMS, Skype, WebEx, Adobe Connect).
Preferred Qualifications:
  • Defense Acquisition Workforce Improvement Act (DAWIA) Level II certification in financial management or equivalent.
  • Experience in developing and reviewing support agreements.
  • Familiarity with the Procurement Integrated Enterprise Environment (PIEE) tools.
  • Prior experience with DTRA or other DoD organizations.
