Position Overview:

The Financial Planning Analyst plays a crucial role in delivering budgetary and financial assistance to the PM FPS Business Manager and various program teams. This position requires a comprehensive understanding of the Department of Defense (DoD), Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)), and Joint Service financial management processes, including Planning, Programming, Budgeting, and Execution (PPBE) and acquisition protocols.

Key Responsibilities:

  • Support the updating and maintenance of financial data across multiple accounting systems.
  • Administer a complex annual budget by managing funding allocation, financial execution, and report preparation.
  • Develop essential financial documents such as Procurement Work Directives (PWDs), Military Interdepartmental Purchase Requests (MIPRs), and Status of Funds reports.
  • Process various financial documents, including fund returns and MIPR acceptance.
  • Conduct research on expired funding and financial discrepancies.
  • Monitor actual performance through financial databases and monthly execution reports to ensure accurate planning.
  • Maintain financial data necessary for tracking current and prior year acquisition program funding.
  • Provide detailed information on program financial data, including appropriated, obligated, and expended funds.
  • Assist in financial analysis related to programmatic impacts from proposed technical changes.
  • Support the preparation of Program Objective Memorandums (POM) and budget year documentation.

Qualifications:

  • Bachelor's degree in business, finance, or a related field.
  • A minimum of five (5) years of relevant experience.
  • Preferred experience in an acquisition program office or similar environment.
  • Active security clearance at the Secret level is required.
