Position Overview:

The Financial Planning Analyst plays a crucial role in delivering budgetary and financial assistance to the PM FPS Business Manager and various program teams. This position requires a comprehensive understanding of the Department of Defense (DoD), ASA(ALT), and Joint Service financial management processes, including Planning, Programming, Budgeting, and Execution (PPBE) and acquisition methodologies.

Key Responsibilities:

  • Support the maintenance and updating of financial data across multiple accounting systems.
  • Assist in managing a complex annual budget, which includes receiving, processing, and allocating funds, overseeing financial execution, and generating financial reports.
  • Develop and manage Procurement Work Directives (PWDs), Military Interdepartmental Purchase Requests (MIPRs), checkbooks, Transportation Account Codes (TAC) logs, Funds Verification and Use Authorization (FVUA), and Status of Funds reports.
  • Process various financial documents, including fund returns, MIPR acceptance for reimbursable and direct cite, and direct charges.
  • Conduct research on expired funding Unliquidated Obligations (ULOs), Non-Utilized Obligations (NULOs), IDoc Errors, and Joint Review Process (JRP) records.
  • Monitor actual performance in financial databases and prepare end-of-the-month financial execution reports to ensure accurate planning and updates.
  • Review and maintain financial data essential for tracking current and prior year acquisition program funding portfolios.
  • Provide necessary information to track program financial data/documentation, including appropriated, obligated, and expended funds for each Program of Record, Quick Reaction Capability, and other relevant projects.
  • Assist in financial analysis regarding programmatic impacts stemming from proposed technical modifications to systems, equipment, and components.
  • Support the preparation of Program Objective Memorandums (POM) and budget year documentation, including IOB, prioritization lists, functional support agreements, Spend Plans, and Unfunded Requirements (UFRs).

Qualifications:

  • Bachelor's degree in business, finance, or a related field.
  • A minimum of five (5) years of relevant experience.
  • Preferred experience in an acquisition program office or a similar environment.
  • Active Secret Clearance required.
