GENERAL DESCRIPTION

The Executive Director of the Office is designated as the state risk management expert, tasked with overseeing the formulation and execution of a comprehensive risk management framework for the state. The Office's objectives include effectively managing costs associated with potential losses for state entities through tailored risk management and claims administration services. Risk Management Consultants serve as representatives of the Executive Director.

These specialists support state entities in developing and sustaining thorough risk management strategies. They assist in identifying potential threats to personnel, resources, and critical operational functions prior to any loss incidents. Furthermore, they aid in recognizing and managing enterprise risks across all operational levels.

ESSENTIAL POSITION FUNCTIONS

  • Represents the Office to fulfill statutory obligations and achieve performance metrics.
  • Aids state entities in the establishment and maintenance of robust risk management frameworks.
  • Facilitates the execution of risk management initiatives aimed at loss mitigation.
  • Offers guidance to state entities in identifying, assessing, and controlling risks while minimizing the negative impacts of losses.
  • Provides resources and expertise to empower state entities in making informed, proactive decisions regarding risk identification, management, transfer, and retention.
  • Assists in prioritizing risks to enable state entities to implement meaningful quality improvements to prevent and control risks.
  • Develops recommendations for risk prevention and control that state entities can adopt to mitigate claims and losses.
  • Collaborates with state agency representatives to achieve risk avoidance, prevention, reduction, retention, transfer, and safety assessments for risk management programs.
  • Conducts on-site consultations to identify hazards and risk exposures, providing written recommendations for risk prevention and control measures.
  • Reviews and evaluates risk management programs and safety initiatives, delivering presentations on risk management strategies.
  • Administers guidelines for a comprehensive risk management program applicable to all state entities to minimize property and liability losses.
  • Evaluates each state entity's risk management plan against established guidelines.
  • Reviews and monitors risk management programs developed by state entities for compliance.
  • Analyzes state entities' risk management policies and procedures for adherence to applicable laws.
  • Produces technical reports and plans for risk management program reviews and consultations.
  • Assesses risk exposures and formulates action plans to mitigate identified risks.
  • Tracks risk management recommendations to ensure implementation of corrective actions by state entities.
  • Evaluates state entities' compliance with the Office's recommendations to control or rectify conditions that may lead to injuries.
  • Provides technical assistance, information, and training on specific exposures or losses.
  • Delivers tailored training sessions on risk management topics to client agencies and internal staff.
  • Demonstrates the ability to analyze the impact of plans and programs, ensuring compliance with relevant statutes and professional guidelines.
  • Collaborates with oversight entities to implement effective loss control and risk management programs.
  • Performs related duties as assigned.
  • Maintains up-to-date knowledge necessary for effective job performance.
  • Adheres to agreed-upon work schedules.
  • Ensures the security and confidentiality of sensitive information.
  • Complies with all agency policies and procedures, including those related to ethics and integrity.

MINIMUM QUALIFICATIONS

  • Education: High school graduation or equivalent.
  • Four years of full-time experience in risk management, insurance, safety management, or a closely related field.
  • Proficiency in managing multiple tasks, prioritizing, and meeting deadlines.
  • Strong technical writing skills.
  • Ability to interpret complex regulations.
  • Effective communication skills with diverse customers.
  • Sound judgment and decision-making abilities.
  • Capacity to receive and respond positively to constructive feedback.
  • Ability to work collaboratively in a professional office environment.
  • Commitment to providing excellent customer service.
  • Willingness to work beyond 40 hours as needed.
  • Ability to lift and relocate 30 lbs.
  • Valid Texas driver's license with a clean driving record.

PREFERRED QUALIFICATIONS

  • Degree from an accredited four-year institution in risk management, insurance, or a related field.
  • Experience as a Risk Manager or Claims Coordinator for a Texas state agency.
  • Background in planning or operations of risk management, safety, property and casualty, business continuity, or workers' compensation programs.
  • Relevant professional certifications such as Associate in Risk Management (ARM) or Certified Risk Management Specialist (CRM).
