Position Overview

As a vital member of the Agency of Digital Services (ADS) team, you will collaborate closely with public health professionals and fellow ADS staff to develop, procure, and sustain essential systems that are critical to safeguarding and promoting the health of the community.

Your responsibilities will encompass a wide array of in-house and vendor-supported systems that cater to various business requirements, including:
  • Overseeing the public health laboratory operations
  • Maintaining central registries for immunizations and vital statistics
  • Regulating medical providers and other health professionals
  • Supporting analytical systems
  • Planning and reporting on initiatives targeting specific health-related issues
You will act as the primary point of contact for multiple program areas, ensuring that their IT system requirements are met. Your role will involve developing and maintaining an expert-level understanding of both the business needs and the specific IT systems that support them. This knowledge will be instrumental in planning and managing projects, ongoing system maintenance, product lifecycle decisions, and future solution planning.

A crucial aspect of this role is to establish a clear vision for the products that support your designated business area, ensuring this vision is integrated into all levels of planning.

This includes:
  • Gathering and validating product requirements through direct engagement and analysis
  • Collaborating with the development team to create and document design strategies
  • Producing and updating key deliverables that communicate this vision, such as Context, Workflow, and Entity Relationship diagrams, Product Roadmaps, as well as Product, Release, and Sprint backlogs
You will frequently lead development teams as both Product Owner and Scrum Master, managing the backlog for new products, features, and ongoing support. This includes ensuring that regular security assessments, version updates, user audits, and other critical maintenance tasks are prioritized in the backlog. You will also facilitate planning sessions, product reviews, and team retrospectives. When vendor solutions are deemed the most suitable approach to meet program needs, you will oversee the development of RFPs and contracts, ensuring that functional requirements are elicited and input from various specialties is incorporated.

Throughout the lifecycle of a system, you will be responsible for producing and maintaining detailed documentation, including data element specifications, use cases, report specifications, and business rules. You will also ensure that quality assurance testing based on this documentation is conducted during initial development and for any subsequent enhancements.

This position requires a commitment to both on-site and potential mixed telework arrangements, subject to supervisory approval.

Class Definition

This role represents the fourth level in a five-level series, allowing for considerable autonomy in adapting various options into practical solutions based on situational needs. The incumbent may lead or supervise teams providing various forms of IT support.

Environmental Factors

Work is typically performed in a standard office environment, with some travel required. Professionalism and diplomacy are essential when interacting with vendors and management.

Minimum Qualifications

Bachelor's degree in computer science and two or more years of experience in computer or network support, programming, analysis, or database administration.

OR

Associate's degree in computer science or equivalent coursework with 15 computer science credits and four or more years of relevant experience.

OR

Six or more years of experience in computer or network support, programming, analysis, or database administration.

Preferred Qualifications

Preferred Skills/Experience:

• 3+ years' experience in eliciting and documenting IT project requirements

• 3+ years' experience in business process modeling for IT projects

• 3+ years' experience in system design for IT projects

• 3+ years' experience in planning and executing QA testing for software development

• 3+ years' experience with Agile Software Development Lifecycle, including roles of Product Owner and Scrum Master/Coach.

• Experience with IT systems supporting public health programs or as a public health professional
