Nature of Work

The Senior Highway Engineering Specialist will be integral to the District Construction Office. This role involves advanced engineering tasks, serving as a lead contributor in the planning, design, construction, maintenance, and operation of highways and related infrastructure. The position operates within established policies, allowing the incumbent to independently make engineering decisions and contribute to broader objectives and goals. This classification may also encompass roles such as Assistant Engineering Director, Assistant District Engineer, or Regional Engineer. Related responsibilities are included as necessary.

Typical Duties and Responsibilities
  • Oversees section activities and personnel in both engineering and non-engineering sectors.
  • Conducts site visits to make informed engineering decisions.
  • Mentors and assesses personnel to guarantee high-quality outcomes.
  • Plans, organizes, and coordinates the efforts of subordinate staff.
  • Reviews ongoing projects at critical decision points regarding issues or alternatives.
  • Addresses and resolves citizen inquiries or requests.
  • Represents the Department in various internal and external forums.
  • Acts as a senior expert with recognized proficiency, which may include published works in esteemed transportation literature, presentations to professional groups, and active participation in national organizations related to transportation engineering.
  • Travel may be necessary; therefore, a valid driver's license is required.
Required Skills and Knowledge
  • Thorough understanding of contemporary principles, methods, and practices in civil engineering, including professional engineer registration.
  • Familiarity with laws, policies, and regulations relevant to the area of assignment.
  • Comprehensive knowledge of internal policies and procedures of the Department.
  • Awareness of accumulated findings in the relevant field.
  • Proficiency in engineering research methodologies.
  • Capability to supervise, plan, organize, direct, and coordinate professional engineering staff activities.
  • Ability to foster effective working relationships with various stakeholders.
  • Strong communication skills, both verbal and written.
  • Competence in conducting applied research in specialized transportation engineering fields.
  • Ability to produce professional-quality documents, reports, and research studies.
Required Education and Experience

REQUIRED TRAINING/EDUCATION
  • Current license as a registered professional engineer in West Virginia. No substitutions allowed.
REQUIRED EXPERIENCE
  • A minimum of seven (7) years of full-time or equivalent part-time paid highway engineering experience, focusing on the design, construction, or maintenance of highways.
  • Substitution: A Master of Science degree in civil engineering from an accredited institution may replace two (2) years of the required experience.
    OR
  • Substitution: Non-highway engineering experience may be considered at a rate of two (2) years of general experience for one (1) year of highway-related experience.
Note: Experience must have been acquired post-bachelor's degree, regardless of professional engineer registration status.
