Payroll Accountant

Job Summary:
We are seeking a highly skilled Payroll/Travel Accountant to join our team at the Texas Department of Banking. As a key member of our accounting team, you will be responsible for preparing monthly payrolls, supplemental payrolls, and auditing and processing employee travel and meal reimbursement vouchers in compliance with state and federal laws and regulations.
Key Responsibilities:
- Prepare monthly and supplemental payrolls, ensuring compliance with state and federal laws and regulations.
- Prepare detailed monthly status analyses of employee salaries, Benefit Replacement Pay, longevity, and related changes.
- Maintain complete payroll information for the preparation and filing of all federal and state quarterly and year-end payroll reports.
- Reconcile all payroll information prior to fiscal and calendar year-end rollover in CAPPS.
- Audit and approve travel reimbursement vouchers for compliance with state rules and Department policy.
- Interpret changes in legislation affecting travel rules and regulations and assist in formulating and updating Department travel policy.
- Train new employees on travel rules and regulations during new employee orientation; instruct employees on legislative changes to Comptroller travel rules and regulations in writing; and conduct in-person or virtual travel training for Department staff.
- Prepare special reports as requested.
- Maintain the travel advance fund, including preparing checks, auditing vouchers, and verifying repayments and reimbursements as needed.
Requirements:
- Graduation from an accredited four-year college or university with major coursework in accounting, finance, management, business administration, or a related field.
- Four years of experience in Texas state government accounting.
- Three years of experience using Centralized Accounting and Payroll/Personnel System (CAPPS) for payroll processing.
Preferred Qualifications:
- Payroll processing for medium to large-size agencies.
- Travel voucher processing for medium to large-size agencies.
Knowledge, Skills, and Abilities:
- Knowledge of accounting or bookkeeping principles.
- Knowledge of generally accepted accounting principles and procedures affecting the maintenance of payroll and travel accounting records.
- Ability to analyze, consolidate, and interpret accounting data.
- Ability to perform complex accounting entries and reconciliations.
- Ability to interpret and apply state, federal, and Department policies and procedures.
- Ability to use Office 365 Suite and Adobe Pro.
- Ability to use CAPPS HR/Payroll.
- Ability to audit payroll and travel documents for compliance with state and Department policies.
- Ability to establish and maintain effective working relationships with supervisors and co-workers and to deal with the public and other state agencies.
- Ability to communicate effectively both verbally and in writing.
- Ability to interpret and apply accounting theory and to interpret laws and regulations.
- Ability to work accurately with numerical detail.
Physical and Cognitive Requirements:
This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, copiers, printers, telephone, and client/customer contact. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual, speech, and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers.
