Position Overview:
The Senior Technical Program Manager plays a pivotal role in steering the department towards its objectives by overseeing personnel and operational processes while assessing departmental activities. This position emphasizes leadership and hands-on engagement with technology-driven projects.

Key Responsibilities:
As the Senior Technical Program Manager, you will:
  • Oversee daily operations of technical project teams, assigning tasks to team members and tracking progress.
  • Utilize senior-level technical expertise to perform essential tasks as required.
  • Ensure that the quality of products and services delivered by the team consistently meets or surpasses established quality standards.

On-Site Availability:
Be present at the designated location during standard operational hours.

Project Management:
Develop and maintain comprehensive project management plans that outline deliverables, key milestones, and activities.

Stakeholder Engagement:
Collaborate with stakeholders to define Key Performance Indicators (KPIs) for assessing quality and performance, ensuring all metrics are systematically collected, analyzed, and reported.

Operational Oversight:
Ensure adherence to Standard Operating Procedures (SOPs) for the operation and maintenance of various technical environments, including:
  • Oracle Business Intelligence Enterprise Edition (OBIEE) and Oracle Databases
  • Tableau Server and Desktop
  • SAS Linux Platform

Participate in troubleshooting and debugging sessions to identify root causes and resolve issues effectively.

Continuous Improvement:
Recommend enhancements to improve system performance and reliability, ensuring that approved changes follow the Software Development Lifecycle (SDLC).

Risk Management:
Identify and escalate risks in accordance with the established risk management plan.

Security Compliance:
Ensure that all systems and applications are secured in line with agency and federal policies and regulations.

Performance Reporting:
Gather and report performance metrics on a regular basis, facilitating progress reviews with stakeholders.

Qualifications:
To be considered for this role, candidates should possess:
  • A Master's degree in Computer Science, Engineering, Math, or a related field (or equivalent experience).
  • A minimum of 10 years of relevant experience.
  • Experience managing large-scale data warehousing and analytics projects utilizing Oracle databases.
  • Authorization to work for any employer in the U.S.
  • Ability to obtain and maintain the necessary security clearance.

Preferred Qualifications:
Ideal candidates will have:
  • Current Public Trust clearance at tier 2 moderate level or higher.
  • Project Management Professional (PMP) certification or equivalent.
  • Experience with dashboarding technologies such as Tableau and PowerBI.
  • Experience with the SAS Linux Platform.
  • Experience in planning and executing data and system migrations to cloud environments.
