As a Procurement Analyst II, you will be responsible for performing a variety of procurement and contract administration duties in support of our departments, coordinating and monitoring proposal, bid, negotiation, and contract processes, ensuring compliance with legal and mandated rules and regulations and our policies and procedures.

Key Responsibilities:
  • Perform a variety of technical, specialized, and professional duties in support of our purchasing, procurement, contract administration, and compliance programs, projects, and activities.
  • Collaborate with our staff in the development and preparation of solicitations, working and communicating with staff to ensure requirements are clear and understood.
  • Coordinate and participate in the solicitation, evaluation, and award of bids, leading pre-bid briefings, proposer interviews, and scoring meetings.
  • Receives, reviews, and processes insurance verifications for contract compliance, submitting insurance verifications to risk management to obtain confirmation of compliance.
  • Prepare and publish formal and informal bid documents and correspondence, ensuring all applicable legal and contractual provisions are included to safeguard our interests.
  • Prepare draft contracts, agreements, amendments, and extensions, coordinating legal and management review and approval of documents.
  • Recommend necessary remedial action to enforce compliance with provisions, researching and resolving discrepancies.
  • Research and source vendors utilizing various resources, maintaining a list of qualified vendors.
  • Prepare or assist in the preparation of various federal, state, local, and our reports and documentation, participating in audits by providing requested information.
  • Conduct a variety of analytical and operational studies regarding procurement, contract administration, and compliance programs, policies, and procedures, evaluating alternatives, making recommendations for changes, and assisting with the implementation of procedural, policy, and/or programmatic changes after approval.
  • Organize and maintain accurate and detailed databases, files, and records, verifying accuracy of information, researching discrepancies, and recording information, coordinating and ensuring compliance with established records retention schedules, distributing documents to parties of interest and upon request.
  • Attend and participate in a variety of meetings, conferences, workshops, and training sessions, reviewing publications to remain current on principles, practices, technologies, regulations, and new developments related to procurement and contract administration.
  • Serve as a liaison to employees, the public, private organizations, government agencies, community groups, and other organizations, communicating information and providing assistance regarding procurement, contract administration, and compliance programs.
Requirements:
  • Equivalent to graduation from an accredited four-year college or university with major coursework in finance, accounting, business or public administration, or a closely related field.
  • Three (3) years of increasingly responsible procurement and contract administration experience.
  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
