The Office of Research and Economic Development (RED) at Montana State University (MSU) encompasses the Office of Research Development, Office of Sponsored Programs, and the Office of Research Compliance.
This role is designed to enhance RED by facilitating research security and positively influencing MSU through the establishment of a centralized research security initiative for the broader MSU research community.
Duties and Responsibilities: The Compliance Research Security Specialist will report directly to the Associate Vice President for Research Compliance.The responsibilities will include, but are not limited to, the following:
Maintain proficiency regarding ITAR, EAR, OFAC regulations, NSDD-189, CUI policies, NSPM-33, CHIPS & Science Act of 2022, and federal contracting stipulations.
Examine technical data, grant proposals, foreign collaborations, and contracts with international vendors to ascertain export classifications and licensing prerequisites. Develop and uphold record management.
Research, analyze, and interpret the federal register, drafts of proposed legislation, regulations and laws, and applicable standards and practices. Formulate, implement, and audit procedures, practices, and policies. Consult with federal and state regulatory agencies.
Collaborate with key stakeholders within the University to devise procedures, educational resources, website content, and best practices to fortify research security and export control programs.
Act as the primary resource for guidance, materials, education, and coordination of export compliance and research security compliance, including regular technology screening activities, as well as faculty and staff education and outreach regarding export compliance, NSPM-33, CUI policies, and related subjects.
Develop, maintain, and execute campus-wide Research Security and Export Control training sessions.Implement and manage procedures for exports, deemed exports, travel, and shipping, and assist researchers in creating and executing Technology Control Plans.
Required Qualifications: – Experience, Education, Knowledge & SkillsStrong organizational abilities and capacity to manage multiple tasks within a compliance program comprehensively, working autonomously with a high degree of self-motivation, accuracy, and efficiency, with minimal direct oversight of daily operations by a supervisor.
Expert knowledge and skill in applying and interpreting relevant local, state, and federal regulations and associated standards, guidelines, and, as applicable, campus policy.
Must be eligible for a U.S. government security clearance if required for access to controlled research, technology, and software.
Bachelor's degree in a related field; supplemented with at least two (2) years of relevant experience.

In-depth understanding of ITAR, EAR, OFAC regulations, and federal contracting requirements.
Strong interpersonal and communication skills with the ability to work collaboratively.
Proven experience in developing and implementing research security and compliance programs.
Advanced degree (Ph.D., JD, MA, MS) or equivalent combination of education and experience.

Position Special Requirements/Additional Information:
This position is supported by grants and contracts, and while the need for this position is expected to be long-term, the nature of the position will evolve with the specific needs of externally funded projects.
