Position Overview

This role is situated within a Consolidated Patient Account Center (CPAC) under the Chief Financial Officer's organization, specifically within the Cash Management Division, where the individual will function as a Cashier. The CPAC serves as a regionally integrated business unit aimed at optimizing revenue processes across the VHA network through the standardization and consolidation of operations, alongside the incorporation of best practices from both VHA and industry standards.

Key Responsibilities

***This is not a remote position; candidates must reside within a reasonable commuting distance of the designated location.***

This position features a multi-grade career ladder. The primary responsibilities outlined below represent the full performance level of GS-6. At the GS-5 level, the incumbent will undertake tasks of a more limited scope with less autonomy, progressively gaining the necessary experience to operate at the GS-6 level. Promotion is subject to the supervisor's discretion and is contingent upon satisfactory performance, availability of higher-level tasks, and funding.

Core Duties Include:
  • Supporting the agency's cash processing operations, which encompass receiving, disbursing, examining, depositing, and safeguarding cash, along with various clerical or administrative functions.
  • Managing cash transactions in compliance with applicable laws, regulations, and policies.
  • Ensuring adherence to regulatory standards related to depository functions.
  • Providing direct support for agency cash/check/electronic funds transfer operations, which include the receipt, disbursement, examination, deposit, custody, and clerical processing of cash.
  • Accountability for any discrepancies in funds reported to the Treasury Department.
  • Ensuring compliance with procedures and guidelines outlined in the Department of Treasury Manual of Procedures and Instructions for Cashiers.
  • Conducting quality audits of deposits to ensure regulatory compliance, reconciling cash accountability, and reviewing vouchers for accuracy and completeness prior to disbursement.
  • Timely processing of cash-link deposits and electronic payments.
  • Addressing customer needs while supporting the mission of the VA.
  • Consistently engaging with customers (Veterans, their representatives, visitors, and all VA personnel) in a courteous and respectful manner.
  • Providing accurate information to customers in accordance with established policies and procedures.
  • Constructively managing conflicts and issues arising from customer interactions.
  • Executing additional tasks as assigned.
Work Schedule: Monday to Friday, 8:00 AM to 4:30 PM

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. For the GS-5 level, candidates must meet one of the following qualifications:

Specialized Experience: One year of specialized experience that provides the knowledge, skills, and abilities to perform the duties of this position, typically at the GS-4 level in the Federal service. This experience includes cash/check/electronic funds transfer processing operations, completing audits or reviews for accuracy, and effective communication with customers. -OR-

Education: Successful completion of four years of education beyond high school in any field for which high school graduation or equivalent is the normal prerequisite. -OR-

Combination: Equivalent combinations of education and specialized experience to meet the GS-5 level requirements.
