Position Overview

This role is situated within a Consolidated Patient Account Center (CPAC) under the Chief Financial Officer's (CFO) organization, specifically within the Cash Management Division, where the individual will function as a Cashier. The CPAC serves as a regionally integrated business unit aimed at improving revenue processes across the VHA network through the standardization and consolidation of operations, alongside the adoption of best practices from both VHA and industry standards.

Key Responsibilities

*Please note: This is not a remote position; candidates must reside within a reasonable commuting distance of the work location.*

This position offers a multi-grade career progression. The primary responsibilities outlined below reflect the full performance level of GS-6. At the GS-5 level, the incumbent will undertake tasks of a more limited scope and with less autonomy, gradually acquiring the necessary experience to perform at the GS-6 level. Advancement is contingent upon satisfactory performance, availability of higher-level tasks, and funding.

Core Duties Include:
  • Supporting the agency's cash processing functions, which encompass the receipt, disbursement, examination, deposit, custody, and various clerical or administrative tasks.
  • Managing cash transactions in compliance with applicable laws, regulations, and policies.
  • Ensuring adherence to regulatory requirements related to depository operations.
  • Providing direct support for cash/check/electronic funds transfer processing, including receipt, disbursement, examination, deposit, custody, and clerical processing of cash.
  • Accountability for any discrepancies in funds reported to the Treasury Department.
  • Maintaining compliance with procedures outlined in the Department of Treasury Manual of Procedures and Instructions for Cashiers.
  • Conducting quality audits of deposits to ensure regulatory compliance, reconciling cash accountability, and reviewing vouchers for accuracy and completeness prior to payment, escalating any questionable vouchers for audit.
  • Timely processing of cash-link deposits and electronic payments.
  • Addressing customer needs while supporting the mission of the VA.
  • Consistently engaging with customers (Veterans, their representatives, visitors, and all VA personnel) in a courteous and respectful manner.
  • Providing accurate information to customers in accordance with established policies and procedures.
  • Resolving conflicts and issues with customers in a constructive manner.
  • Performing additional duties as assigned.
Work Schedule: Monday to Friday, 8:00 AM to 4:30 PM

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. For the GS-5 level, candidates must meet one of the following qualifications:

Specialized Experience: One year of specialized experience that provides the knowledge, skills, and abilities necessary to perform the duties of this position, typically in or related to this field. This experience must be equivalent to at least the GS-4 level in Federal service, including tasks such as cash/check/electronic funds transfer processing, conducting audits, and effective communication with customers. -OR-

Education: Successful completion of four years of education above high school in any field where high school graduation or equivalent is the normal prerequisite. This education must be obtained from an accredited institution. -OR-

Combination: Equivalent combinations of education and specialized experience to meet the GS-5 level requirements. Only education beyond the first 60 semester hours is creditable toward meeting the specialized experience requirement.
