Summary:
The Mayor's Office of Management and Budget (OMB) serves as the principal financial authority for the City government. The team of analysts and specialists within OMB is responsible for the development and oversight of the Mayor's budgetary allocations, which support the operations of approximately 90 City agencies and entities.
Within OMB, the Stimulus and FEMA Revenue Analysis Task Force is tasked with monitoring Federal funding that aids the City's response to various emergencies, including the Coronavirus pandemic and natural disasters. The Revenue Accountability and Reporting Unit plays a critical role in managing a substantial budget of $5.88 billion in Stimulus funds and $7.2 billion in FEMA Disaster Recovery grants, ensuring accurate tracking within the City's Financial Management System and other relevant databases.
Key Responsibilities:
- Oversee the management of $13 billion in Federal revenue aimed at supporting the City's disaster response efforts.
- Conduct thorough fiscal reviews of $7.2 billion in expenditure requests for grant reimbursements, ensuring timely and precise revenue recognition.
- Ensure that the fiscal implications of Federal grant awards are accurately reflected in the City's budget, providing necessary guidance on budget and accounting matters.
- Monitor forecasts and year-to-date expenditures, performing risk assessments and recommending necessary corrective measures.
- Develop and maintain comprehensive reports to facilitate access to expenditure and revenue data for both technical and non-technical stakeholders.
- Collaborate with agency task forces and the City Comptroller's Office to generate required accounting entries in the City's Financial Management System (FMS).
- Create and execute ad-hoc queries, InfoAdvantage reports, and SAP Crystal downloads as required.
- Contribute to process enhancements or analytical projects on an as-needed basis.
Qualifications:
Candidates should possess strong analytical, organizational, and problem-solving skills, with a keen attention to detail. Excellent interpersonal skills and the ability to foster effective working relationships are essential. Strong written and verbal communication skills are required, along with the capability to work independently and motivate others. Candidates must be able to perform efficiently under pressure and meet deadlines.
Technical proficiency in Microsoft Office software (Excel, Word, PowerPoint) is necessary, along with the ability to quickly adapt to new technologies. Prior experience with Financial Management Systems (FMS) is preferred.
Requirements:
For the Senior Analyst position ($84,257+): A Bachelor's degree in Business, Finance, Economics, Accounting, Public Policy Analysis/Administration, or a related field, along with a minimum of three years of full-time experience in budgetary planning/management, financial analysis, audit, compliance, accounting, or public policy analysis/administration; or a Master's degree in a related field with one year of relevant experience.
For the Supervising Analyst position ($95,208): A Bachelor's degree in Business, Finance, Economics, Accounting, Public Policy Analysis/Administration, or a related field, with at least four years of full-time experience in budgetary planning/management, financial analysis, audit, compliance, accounting, or public policy analysis/administration; or a Master's degree in a related field with two years of relevant experience.
