Job Overview

The Director of Public Works is responsible for leading the various divisions within the City, ensuring the management of essential infrastructure and services that support the community's functionality. This role operates under the guidance of the Mayor and adheres to established statutes, ordinances, codes, and policies set forth by the Council. A significant aspect of this position involves engaging with the public, necessitating strong public relations skills.

Key Responsibilities:

  1. Oversee and coordinate the activities of multiple departments, including Public Works, Streets, Parks, and Utilities, while providing technical guidance and recommendations for construction and enhancement initiatives.
  2. Administer the maintenance and replacement of municipal infrastructure, facilities, and equipment, ensuring they meet the community's needs.
  3. Formulate both short-term and long-term strategic plans for municipal infrastructure, collaborating with the Finance Officer, City Superintendents, and Mayor to prioritize projects effectively.
  4. Develop and manage city projects, working closely with external engineers and contractors, while involving key city personnel in decision-making processes.
  5. Handle all aspects of contract management, including cost estimation, bid solicitation, project oversight, and budget compliance.
  6. Review construction plans for compliance with applicable regulations, ensuring that all necessary permits and approvals are secured.
  7. Supervise the issuance of building permits and ensure adherence to building codes and city ordinances.
  8. Assist in preparing the annual budget and ensure accurate utility billing through effective communication with the Finance Office.
  9. Manage the operations of the Generation Station, ensuring compliance with regulatory standards and accurate reporting.
  10. Act as the technical representative for federal and state matters, preparing necessary reports and documentation.
  11. Draft relevant ordinances and resolutions in collaboration with the Finance Officer and City Attorney.
  12. Conduct annual performance evaluations for supervised staff and provide feedback on the performance of other public works personnel.
  13. Prepare agendas for Council meetings, ensuring all pertinent information is presented.
  14. Participate in various city meetings, including those of the Council and its committees.
  15. Promote collaboration and teamwork among staff, providing training and supervision as needed.
  16. Fulfill additional duties as assigned by the Mayor, in accordance with applicable laws and regulations.

Qualifications:

A Bachelor's Degree in Engineering is required, with preference given to candidates who are Certified Civil Engineers. Equivalent combinations of education and relevant experience will also be considered.
