Job Title: Business Systems Analyst 2

Job Summary:

The New York State Education Department's (NYSED) Office of Performance Improvement and Management Services (PIMS) is seeking a Business Systems Analyst 2 to support the Office of Special Education. The successful candidate will work closely with stakeholders, developers, and other IT professionals to ensure that systems meet the needs of the Office of Special Education.

Key Responsibilities:

  • Analyze and document business processes, workflows, and data requirements related to special education programs and services.
  • Collaborate with program managers, subject matter experts, and end-users within the Office of Special Education to gather and validate business requirements for new or enhanced information systems.
  • Develop detailed functional specifications, system design documents, and user documentation for special education information systems.
  • Conduct user acceptance testing, training, and change management activities to facilitate the adoption of new or enhanced systems within the Office of Special Education.
  • Supervise and provide guidance to the Business Systems Analyst 1, ensuring their work aligns with project timelines, quality standards, and organizational goals.
  • Participate in special projects, committees, or working groups focused on improving the department's information systems and business processes related to special education programs and services.

Requirements:

  • A bachelor's degree or higher and three years of business analysis experience, or a bachelor's degree or higher and possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification and one year of business analysis experience, or possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.
  • Experience in business analysis, including the use of requirement elicitation techniques, conducting research and documenting the current state of business processes or functions, participating in the implementation of system changes and enhancements, conducting system tests, creating training, and engaging in post-implementation review and assessment.
  • Strong analytical and problem-solving skills, with the ability to communicate effectively with stakeholders and end-users.
  • Experience working in a team environment and supervising lower-level professional staff.

Working Conditions:

This will be a permanent, competitive appointment or a permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter, and be subject to verification of applicant eligibility. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
