Business Systems Analyst 2

The New York State Education Department's Office of Performance Improvement and Management Services is seeking a highly skilled Business Systems Analyst 2 to support the Office of Special Education. This role will involve analyzing and documenting business processes, workflows, and data requirements related to special education programs and services.
Key Responsibilities- Analyze and document business processes, workflows, and data requirements related to special education programs and services.
- Collaborate with program managers, subject matter experts, and end-users within the Office of Special Education to gather and validate business requirements for new or enhanced information systems.
- Develop detailed functional specifications, system design documents, and user documentation for special education information systems, ensuring compliance with State and federal regulations.
- Conduct user acceptance testing, training, and change management activities to facilitate the adoption of new or enhanced systems within the Office of Special Education.
- Supervise and provide guidance to the Business Systems Analyst 1, ensuring their work aligns with project timelines, quality standards, and organizational goals.
- Participate in special projects, committees, or working groups focused on improving the department's information systems and business processes related to special education programs and services.
To be considered for this position, candidates must meet the minimum qualifications, which include a bachelor's degree or higher and three years of business analysis experience, or a bachelor's degree or higher and possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification and one year of business analysis experience.
Working ConditionsThis is a permanent, competitive appointment or a permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter, and be subject to verification of applicant eligibility.
