Job Summary:

The Department of Taxation & Finance is seeking a highly skilled Business Systems Analyst 2 to join our team. As a key member of our IT department, you will be responsible for communicating business process requirements to IT staff, program staff, and stakeholders. You will also act as a liaison and interpreter between Department stakeholders, testing staff, ITS staff, and internal and external customers.

Key Responsibilities:

- Communicate business process requirements to IT staff, program staff, and stakeholders.
- Act as a liaison and interpreter between Department stakeholders, testing staff, ITS staff, and internal and external customers.
- Assist with the creation, validation, and maintenance of process documentation, business rules, and additional specifications, including flow charts, process models, and technical specifications.
- Oversee the process for determining Asset Refresh readiness; work with ITS and Department staff to identify appropriate replacement equipment; assist in coordination and communication of Asset Refresh efforts.
- Act as one of the primary contact points for assisting with technology issues related to conference room equipment and/or system access.
- Assign and monitor the day-to-day tasks of subordinate staff.
- Identify training gaps with staff and assist in the planning, development, and execution of training.
- Review and provide guidance to staff on complex issues.
- Address questions from Tax employees. When appropriate, ensure that help tickets are submitted. Follow-up on issues to ensure timely resolution.
- Prepare, review, and publish detailed instructions and other documentation that will be used by department Help Desk Coordinators.
- Collaborate with ITS to monitor the progression of projects, service requests, and incidents to ensure processes are functioning efficiently.

Requirements:

- Bachelor's degree or higher.
- Three years of business analysis experience, where your primary duty was performing three of the five following activities: using business analysis techniques to elicit requirements, using business analysis techniques for identifying solutions, describing system requirements in a comprehensive written document, validating requirements throughout the product/system development life cycle, and verifying requirements throughout the product/system development life cycle.
- OR a bachelor's degree or higher, possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification, and one year of business analysis experience, where your primary duty was performing three of the five activities listed above.
