Job Summary

The City of New York is seeking a highly skilled Assistant Manager to join our Payroll and Timekeeping Unit. As a key member of our team, you will be responsible for assisting with the oversight of payroll and timekeeping functions, ensuring compliance with citywide agreements and regulations.

Key Responsibilities
  • Assist with the management of payroll and timekeeping operations, ensuring accuracy and efficiency.
  • Help ensure compliance with citywide agreements, personnel, pay, and time and leave regulations.
  • Manage timekeepers, ensuring operations run smoothly and effectively.
  • Assist with the preparation, distribution, and reporting of payroll processes.
  • Calculate wages, overtime, and deductions, ensuring compliance with Federal, State, and local laws.
  • Manage collective bargaining pay increases, including developing and maintaining tracking systems.
  • Assist in planning, directing, and coordinating payroll and timekeeping operations.
  • Assist with cross-training and succession planning in payroll and timekeeping.
  • Assist with day-to-day operations of payroll and timekeeping.
  • Review payroll and timekeeping reports.
  • Assist in preparing and maintaining reports for management.
  • Interpret citywide agreements regarding personnel, timekeeping, and pay practices.
  • Provide guidance to agency supervisors and employees on payroll and timekeeping matters.
Requirements
  • Bachelor's degree from an accredited college or university in a related field, such as economics, finance, accounting, or business administration.
  • At least 10 years of experience in payroll and timekeeping, with a minimum of 5 years in a supervisory or management role.
  • Extensive knowledge of NYC payroll, timekeeping, and personnel policies and procedures.
  • Strong leadership, organizational, analytical, and communication skills.
  • Proficiency in Microsoft Office and experience with City Time, PMS, RMDS, CHRMS, and NYCAPS.
Preferred Qualifications
  • HR Certification
  • 10 years of City Government experience in a related field
