About the Position:

Job Summary:

The City of Roanoke, Virginia is seeking a highly skilled Senior Financial Manager to oversee the day-to-day tasks associated with the administration and operation of professional accounts receivable and accounts payable programs. The successful candidate will supervise, plan, and direct the work of professional and technical staff; perform work in the maintenance of complex financial records; prepare journal entries, budget transactions, and account reconciliations; prepare financial analyses and financial reports for external agencies as needed; and determine appropriate collection actions and provide oversight of collections actions taken by staff on delinquent accounts.

Key Responsibilities:

  • Supervise, plan, and direct the work of professional and technical staff.
  • Maintain complex financial records and prepare journal entries, budget transactions, and account reconciliations.
  • Prepare financial analyses and financial reports for external agencies as needed.
  • Determine appropriate collection actions and provide oversight of collections actions taken by staff on delinquent accounts.
  • Assist in the preparation of the Comprehensive Annual Financial Report and with annual external audit.
  • Prepare reports and budget ordinances for presentation to Council.
  • Prepare financial statements to be presented monthly to Council.
  • Assist in the preparation of data for the City's annual budget process.
  • Assist in preparing accounting system for annual closing.
  • Review current accounting procedures and recommend needed improvements.
  • Prepare responses to financial surveys.
  • Coordinate the preparation of annual cost allocation plan and the annual comparative cost report.
  • Participate in the implementation of accounting system improvements including subsystem implementations.
  • Participate in special projects; researches and prepares management reports as needed.

Qualifications:

  • Bachelor's degree from four-year college or university in accounting or a related field.
  • Three to five years related experience and/or training in accounting and/or auditing, preferably in a public accounting firm or through specialization in the government sector.
  • Certified Public Accountant preferred.

Language Skills:

Ability to read, analyze, and interpret journals, financial reports, or governmental regulations. Ability to respond to inquiries or complaints orally and in writing. Ability to communicate effectively with management, public groups, or employees of the organization.

Mathematical Skills:

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions.

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written or oral form.

Computer Skills:

To perform this job successfully, an individual should have knowledge of Word Processing software and Spreadsheet software.
