The Kentucky Personnel Cabinet is seeking a highly skilled and experienced Accounting Manager to join our team in Frankfort, KY.
Job Summary:
The Accounting Manager will be responsible for supporting the executive officer of the department of financial services, implementing and monitoring controls, policies, and procedures, leading administrative activities, preparing financial analysis, and managing division staff.
Key Responsibilities:
- Assist the executive officer of financial services and director of finance and administration in developing and implementing procedures and processes for accounts payable and accounts receivable.
- Make recommendations to the executive officer of financial services and director of finance and administration regarding rules of administrative procedure for the court of justice regarding accounting services.
- Make continuous process improvements to accounting services processes to protect from fraud, waste, and abuse and to promote transparency.
- Hire, train, supervise, coach, and evaluate staff for the accounting services division.
- Ensure the accounting services division's compliance with KCOJ policies and procedures, applicable government contract review committee policies and procedures, applicable federal regulations including the uniform guidance, and other applicable law.
- Meet with staff to identify and resolve problems; assign work activities and projects; assess and monitor workflow and workload.
- Responsible for overseeing and reviewing staff's work.
- Coordinate with AOC departments and other governmental/private sector organizations to meet department needs.
- Ensure day-to-day management as it relates to staff, budgetary needs, and administrative details.
- Develop, interpret, and implement departmental policies and procedures statewide.
- Establish and adjust work procedures to meet mission.
- Prepare, assist in the preparation of, and/or review the annual ACFR, annual financial statements, and reports for internal and external users.
- Ability to interact with the public, judges, attorneys, and government officials in a variety of situations and circumstances.
- May conduct trainings and presentations.
- Effectively prioritize and execute tasks in high-pressure situations.
- Direct and manage staff's time and work duties.
Requirements:
- 4-year college degree in accounting, finance, business administration, or a closely related field.
- 8 years of related experience, 2 years in management or supervisory capacity.
- Strong interpersonal skills, good judgment, and an ability to work both independently and in a highly collaborative environment.
- Good problem-solving, technical, and analytical abilities.
- Strong organizational skills and attention to detail.
- A high level of integrity and professional accountability.
- Experience with EMARS.
