Job Title: VP of Federal Programs

Odin Environmental is seeking a highly experienced and skilled VP of Federal Programs to lead our federal business development efforts nationwide. As a key member of our leadership team, you will be responsible for developing and implementing strategies to drive growth and success in the federal market.

Key Responsibilities:
  • Lead federal business development activities across the nation, including pursuit of new opportunities and management of existing contracts.
  • Develop and implement strategic teaming and partnering strategies to drive growth and success in the federal market.
  • Manage capture teams and processes to ensure successful pursuit and award of federal contracts.
  • Participate in risk evaluations and considerations, proposal process, and preparation contribution.
  • Ensure compliance with all laws, regulations, and other applicable obligations in the conduct of federal business.
  • Review and recommend terms on confidentiality, teaming, and other agreements within our federal programs.
  • Participate in SAME Small Business Conferences and other industry events to promote Odin's capabilities and build relationships with federal customers.
  • Counsel executives on federal contracts and subcontracts ethics and compliance matters and develop, present, and monitor training programs to communicate those to staff.
Requirements:
  • Bachelor's degree and 10 or more years of work experience in federal program space, with at least 7 years in a managerial position.
  • Experience in prospect identification, strategic capture planning, and proposal development for federal jobs.
  • Broad understanding of Federal Government and State Agencies, their structures, and procurement/acquisition processes, including FAR.
  • Respective Agency contracting strategies.
  • Experience with USACE, EPA, DOD, National Park Service, etc.
  • Experience with State Agencies overseeing Water Management and Resources, Flood Prevention and Control, etc.
  • SBA, notably HubZone and 8a.
  • Experience with MATOC & IDIQ.
  • Solid understanding of direct hire construction companies who own equipment assets which are used to provide/deploy the company's services.
  • Executive level written and verbal communication skills, as well as the ability to communicate and interact effectively at all levels and across all functions within the organization.
  • Highly proactive and responsive to internal and external customers.
  • Ability to exercise independent judgement and advise project leadership on complex issues.
Work Environment:

This job is primarily performed indoors in a traditional office setting and occasionally outdoors on a construction site. The following environmental/atmospheric working conditions are commonly associated with the performance of this position: job site environment, including machines, tools, heavy equipment, chemicals, solvents, dust, and fumes; occasional exposure to extreme weather conditions; uneven ground.
