Nightwing's Procurement department presents an exceptional opportunity to engage in a diverse and dynamic work atmosphere, focusing on the Naval Power procurement team.
In this position, you will cultivate partnerships with suppliers, manage subcontracts in alignment with integrated supply chain models, and appreciate the importance of each participant throughout the acquisition lifecycle, from requirements development to product delivery and payment.
Your responsibilities will include overseeing supplier performance, managing relationships, strategic sourcing, and facilitating intricate business agreements in support of various contracts.
Key Responsibilities:
Preparation and issuance of Requests for Proposals (RFPs)
Conduct price and cost analysis to support proposals
Formulate negotiation strategies and lead formal negotiations (Price, Delivery, Scope, Terms & Conditions)
Execute subcontracts/purchase orders of moderate complexity while adhering to all regulatory and corporate compliance requirements for various subcontract types.
Develop and maintain professional relationships with primary subcontractors
Collaborate closely with Program and other functional teams (Operations, Quality, Engineering, Program Management, etc.) to meet objectives
Create strategies to enhance cost reduction initiatives and performance improvements (technical and quality) to ensure flawless supplier execution for programs
Willingness to travel as required (up to 15%)
Essential Qualifications:
A Bachelor's degree and a minimum of 5 years of relevant experience, or an advanced degree in a related field with at least 3 years of experience.
Must be a U.S. Person (U.S. citizen, permanent resident, refugee, or asylee) or eligible to obtain necessary export authorizations.
Preferred Qualifications:
Master's degree in Supply Chain, Business, Engineering, or a related field
Experience with development-type procurement and major subcontracts
Familiarity with SAP environments
Knowledge of technical requirements for procured hardware and services, including Statement of Work (SOW) reviews
Understanding of International Traffic in Arms Regulations (ITAR)
Demonstrated knowledge and compliance with Federal Acquisition Regulations (FAR/DFARS)
Experience with written contractual authorizations (Cost Plus, Firm Fixed Price, etc.)
Ability to assess proposal compliance (FAR 15.4)
