Overview

The Senior Talent Acquisition Specialist is accountable for developing and implementing the strategic recruitment framework for both exempt and non-exempt personnel within the organization. This role collaborates closely with various departments to ensure a robust and diverse pool of candidates is sourced, selected, and transitioned effectively. Compliance with Federal, State, and local regulations, as well as adherence to corporate policies and internal governance, is paramount.

Key Responsibilities

Core Duties

This position operates under a hybrid work model.

The Specialist is responsible for executing the strategic recruitment framework, ensuring that a diverse and qualified candidate slate is identified and onboarded. This includes compliance with all relevant laws and corporate guidelines.

Develop and implement talent acquisition strategies for both management and union roles by leveraging various recruitment channels such as job postings, partnerships, social media, recruitment agencies, educational institutions, and other sourcing methods to attract a diverse candidate pool.

Maintain consistency and standardization in the recruitment process for both management and union positions, ensuring an efficient job posting and transfer process while recommending improvements to enhance the recruitment experience.

Oversee the utilization and upkeep of the Applicant Tracking System (ATS) and career websites, suggesting enhancements to improve user experience.

Conduct training sessions for new team members regarding the recruitment and vetting processes for union transfers.

Administer and evaluate pre-employment background checks for prospective hires, ensuring compliance with corporate policies, talent acquisition practices, and EEO guidelines.

Formulate an annual recruitment strategy targeting high-potential college graduates for the Leadership Development Program.

Establish and nurture strategic partnerships with college career centers to attract students for internships and leadership programs.

Research and implement effective sourcing methods to enhance diversity within the candidate pool.

Facilitate orientations for new hires in both management and union roles.

Independently manage the complete recruitment cycle for union transfers and new hires, from job posting to orientation.

Lead the recruitment efforts for high-volume entry-level positions, coordinating with key stakeholders in the hiring process.

Oversee the full life cycle of recruitment for both management and union roles, analyzing recruitment data to optimize resource allocation and timing for various selection processes.

Identify inefficiencies in the recruitment process and propose solutions to streamline hiring timelines.

Perform additional related tasks as required.

Qualifications

Required Education/Experience

Bachelor's Degree with a minimum of 5 years of relevant experience, or an Associate's Degree with 7 years of experience, or a High School Diploma/GED with 9 years of experience in a related field.

Essential Skills

Demonstrated organizational and interpersonal skills.

Ability to exercise independent judgment throughout the recruitment process.

Proficient in quickly adapting to recruitment systems and processes.

Experience in project management, ensuring stakeholder alignment to achieve recruitment objectives within tight deadlines.

Strong background in recruitment practices.

Preferred experience in Human Resources, Talent Acquisition, or Recruitment in a fast-paced environment.

Knowledge of federal selection guidelines and employment law is advantageous.

Skills and Abilities
