About the Role

This position will require utility coordination primarily on Roadway Transportation projects associated with maintenance, rehabilitation, intersection improvements, widening and reconstruction of ongoing projects for the Georgia Department of Transportation (GDOT) and Local Agencies.

Key Responsibilities
  • Provide assistance, technical support, and coordination for utility adjustment efforts to resolve design conflicts with utilities impacted by projects in accordance with GDOT and Local policy and procedures and meet project schedules.
  • Visit project sites in person to become familiar with the project location, design, and potential utility impacts.
  • Be familiar with Microstation, Open Roads, and fundamentals of Subsurface Utility Engineering.
  • Attend meetings as needed via virtual or in person.
  • Maintain all utility-related files and updates to applicable databases.
  • Participate in developing and conducting training sessions for project stakeholders on various topics related to utility coordination.
  • Prepare completed utility relocation design plans for inclusion in the project construction plans in accordance with current CADD file format.
  • Provide advice to the project concept team in the form of recommendations involving potential utility issues and impacts as part of a project's project concept development.
  • Identify potential utility impacts in the project corridor.
  • Begin coordination with utility owners/operators to ensure each stakeholder is aware of the general scope and nature of the project and the potential utility impacts thereof.
  • Develop and submit a Concept Utility Report.
  • Develop and submit preliminary utility cost estimates.
  • Provide utility coordination during project preliminary and final design phases to include:
    • Coordination with utility owners/operators to ensure each stakeholder is aware of the design requirements of the project and the potential utility impacts thereof.
    • Research the property interests of each utility owner/operators facilities. Facilitate a resolution in cases of a dispute over property interests.
    • Provide utility owners/operators with preliminary design plans (in PDF, current Computer Aided Draft and Design (CADD), and/or hard copy format) and preliminary utility plans as soon as the plans have reached a level of completeness adequate to allow them to fully understand the project impacts.
    • Review and comment on all utility relocation plans or plan sketches involved with the highway project and recommending approval of those plans to be incorporated into the project's preliminary design.
    • Provide existing Utilities (UTLE) files in current CADD format to be incorporated into the project's preliminary design.
    • Utilize/develop a Utility Impact Analysis matrix once all existing and preliminary utility relocations are compiled.
    • Review the Utility Impact Analysis Matrix with appropriate project stakeholders and submitting a written assessment addressing all anticipated utility-related issues/impacts that may adversely affect the project for the Preliminary Field Plan Review Meeting.
    • Provide monthly Utility Status updates.
    • Prepare and submit a Preliminary Design Utility Report summarizing and documenting the utility coordination status through the Preliminary Design Phase.
    • Coordination with each utility owner/operator to ensure that the plans have been developed to minimize all potential utility impacts and that final relocation plans, estimates, and Utility Adjustment Schedules have been properly prepared.
    • Reviewing and commenting on all utility relocation plans or plan sketches involved with the highway project and recommend approval of those plans to be incorporated into the project's preliminary design.
    • Providing Proposed Utilities (UTLP) files in current CADD format of all relocation plans to be incorporated into the project's preliminary design.
    • Developing or updating the Utility Impact Analysis matrix.
    • Coordinating with project stakeholders to review the Utility Impact Analysis matrix and providing a written assessment addressing all identified utility-related impacts along with recommendations to minimize such impacts. Attend Final Field Plan Review meeting as directed.
    • Performing QA/QC to assure that project conflicts have been resolved and constructability issues have been addressed.
    • Providing routine (bi-weekly, monthly, etc.) project Utility Status updates.
    • Assisting with the utility permit application process between the Department and the utility owner.
    • Resolve and collect from each utility owner/operator a letter of no cost or Utility Agreement including certificates of eligibility, costs estimate, and utility relocation plans or a letter of no conflict.
    • Preparing and submit a Final Design Utility Report summarizing and documenting the utility coordination status through the Final Design Phase of project development.
  • Provide Utility Coordination during Project Construction phase to include:
    • Attending utility and construction conferences and/or meetings required to carrying out the transition of Utility Coordination into the construction phase of the project.
    • Assist the Utility Inspector and/or Construction Engineer Inspector with any utility coordination issues that come up during the course of construction activities of the project.
    • Becoming familiar with the standard utility construction practices of GDOT, contractual requirements (Worksite Utility Coordination Supervisor (WUCS), Special Provisions, etc.), the utility construction plans, utility adjustment schedules, utility/railroad agreements, and utility permits for the project, and the Contractor's proposed schedule of operations prior to beginning field work under this agreement. Hold the contractor accountable to these special provisions and their requirements.
    • Performing field operations in accordance with accepted safety practices.
