Key Responsibilities:
Engages in highly specialized and intricate financial management analysis, focusing on accounting, budgeting, and compliance. Responsibilities include preparing monthly expenditure reports, serving as a subject matter expert in Accounts Payable, procurement, workflow, and electronic documentation systems, while providing technical assistance to team members as necessary. This role specializes in monthly reporting to funding entities, month-end closings, balance sheet reconciliations, and addressing audit and funding agency inquiries related to reporting and accounts payable under the guidance of the Controller. This position ensures compliance with federal funding regulations concerning accounting, asset control, cost management, or bond servicing. Operates with minimal supervision and exercises discretion and independent judgment in significant matters related to the agency's general business operations. Additional relevant duties may be assigned.

Accounting Responsibilities:
  • Prepares monthly expenditure reports in accordance with funding agency guidelines. Analyzes budgets and projected expenditures, communicating any discrepancies to management.
  • Compiles grant closeout reports.
  • Generates complex technical reports related to estimates, expenditure data, and budget items.
  • Prepares various reports concerning federal grants, regulations, and statistics as required.
  • Maintains comprehensive records of expenditures, funds, appropriations, and expenses, as well as revenue collected and deposited.
  • Handles cash drawdowns.
  • Assists in developing procedures and regulations to manage the disbursement of allocated funds, including preparing instructional letters, manual updates, and related forms as necessary.
  • Prepares budgets for submission upon request.
  • Maintains accounting records for expenditures and revenue collected, including journal entry preparation.
  • Handles 1099 Forms, Contractor, Special Grant, and Accounts Payable Support.
  • Processes contractor and special grant expenditures and reimbursements.
  • Processes invoices as required.
  • Recommends process improvements related to Accounts Payable and grant reporting.
  • Assists in financial monitoring, audits, and compliance reviews.
  • Reviews contracts, budgets, purchase orders, periodic cost summaries, invoices, and vouchers for compliance with statutory provisions; approves these for payment and prepares statements to substantiate individual transactions for settlement.
  • Contributes to developing methods and strategies for addressing audit findings.
  • Performs related duties and fulfills responsibilities as required.
  • Ensures compliance with fiscal requirements associated with grants and awards.
Additional Responsibilities:
  • Participates in special contracts and projects as assigned.
  • May attend contractor meetings.

Skills and Abilities:
  • Proficient in Windows: Excel, Access, and Word, as well as ERP Systems such as Cabinet, Microix, MIP.
  • Understanding of accounting principles and procedures, budget controls, accounts payable/receivable, and purchasing methods.
  • Ability to execute complex accounting transactions, interpret laws and regulations, and apply intricate accounting theories.
Occasional travel may be required; a valid driver's license and current auto insurance are necessary; personal transportation is expected for company-related business. Must be legally authorized to work in the United States without the need for employer sponsorship at any time in the future.
Education:
  • A bachelor's degree in Accounting, Finance, or Business Administration from an accredited four-year institution, with a minimum of 12 semester hours in accounting and 3-5 years of full-time accounting experience.
  • Two years of full-time accounting or auditing experience may substitute for each 30 semester hours of the required education.
  • A CPA license in Texas will fulfill the experience requirements.
