Overview:
Cincinnati State Technical & Community College is dedicated to providing affordable and accessible education and training in technical associate degrees and certificates, along with transfer pathways for students pursuing a Bachelor’s degree. The College's professional police force operates across multiple campus locations, ensuring a safe environment for all.
The Director of Public Safety serves as a vital member of the College's Administrative Services unit, reporting directly to the Vice President of Administration while functioning as the Chief of Police. This role encompasses the management of police, safety, security, and risk programs, ensuring compliance with all relevant federal, state, and local laws and regulations.
Key Responsibilities:
- Oversee the daily operations of the Public Safety Department and its personnel.
- Execute managerial duties in the enforcement of state laws and institutional policies.
- Review and interpret laws and regulations pertinent to the institution's public safety.
- Collaborate with administration on matters of grievance, discipline, and collective bargaining.
- Maintain a presence on campus with a minimum of 40 hours per week; telecommuting is not an option.
- Lead and manage a 24/7 Public Safety Department across four campus locations, including recruitment, training, and supervision of staff.
- Develop and recommend safety and security policies for administrative approval.
- Implement community policing strategies, ensuring all officers receive appropriate training.
- Select, train, and evaluate personnel while coordinating ongoing staff development.
- Stay informed on developments in campus security, safety, crime prevention, and emergency preparedness, serving as the campus authority in these areas.
- Act as a liaison between the Public Safety Department and other College departments, local police, and fire departments to ensure effective communication and cooperation.
- Address and resolve complex inquiries and complaints from students and community members.
- Manage the department's budget, seek grant funding, and oversee procurement processes.
- Ensure compliance with crime reporting requirements, including preparation of the Annual Security Report.
- Develop and execute emergency preparedness strategies, including regular safety drills.
- Respond to emergencies and coordinate additional support as necessary.
- Continuously assess and enhance service delivery methods and internal processes.
- Provide training on environmental safety topics and support the College Safety Committee.
- Create and implement safety and crime prevention programs for the College community.
- Align public safety functions with the College's Strategic Plan.
- Participate in special projects and committees as needed.
- Ensure compliance with environmental safety standards and manage hazardous waste removal.
- Oversee the maintenance and testing of safety equipment across all campuses.
- Collaborate with the ITS Department to maintain campus safety communication tools.
- Coordinate fleet safety and maintenance programs.
- Serve as the primary contact for external safety-related inquiries.
- Manage parking policies and officer safety patrol schedules.
- Represent the College at relevant associations and meetings.
- Perform additional duties as assigned by the Vice President of Administration.
- Bachelor’s degree in Criminal Justice, Public Administration, or a related field from an accredited institution.
- A minimum of ten years of progressive law enforcement experience, including three years in a supervisory role at the command level.
- Current Ohio Peace Officer certification and ability to conduct campus patrols as needed.
- Availability for on-call duty and flexible scheduling based on College events.
- Valid driver’s license with a clean driving record.
- Proficient in Microsoft Office Suite and law enforcement data systems.
- Experience in a public safety role within a college or university setting, with knowledge of Clery Act and Title IX compliance.
- Master’s degree in a relevant field.
- Certifications in CPR, First Aid, AED, and OSHA standards.
- Strong communication skills with the ability to handle sensitive matters discreetly.
- Proficient in investigative techniques and decision-making under pressure.
- Understanding of complex organizational structures and the ability to navigate them effectively.
