Overview

In light of the ongoing Pandemic and varying state reopening phases, the start date for selected candidates may be postponed until it is deemed safe for employees to return to the workplace. Selected individuals may telework to the fullest extent possible until state and Federal officials permit regular workplace attendance.

Key Responsibilities

Applicants are required to submit all necessary documentation and ensure their resume/application clearly demonstrates that the required qualifications are fulfilled.

Primary Duties:

The incumbent serves as a technical authority overseeing the flight evaluation compliance within the type certification processes, focusing on performance, flying characteristics, flight controls, avionics, propulsion, and mechanical and electrical systems on various aircraft, including powered-lift aircraft, rotorcraft, or airplanes. This role is crucial in ensuring the consistency and adequacy of regulations, national policies, advisory circulars, directives, and procedures related to flight evaluation.

The specialist will deliver technical presentations to manufacturers, professional organizations, and international certification authorities as necessary. Acting as a senior technical point of contact for the FAA, the incumbent will engage as a subject matter expert in type certification board meetings, flight safety review boards, and flight standardization boards.

Maintaining a high level of pilot proficiency and currency in relevant aircraft categories is essential. The role involves conducting qualitative and quantitative flight evaluations and assessing engineering data on modified and new aircraft designs to ensure compliance with applicable airworthiness standards.

The incumbent will apply their expertise to recommend enhancements to internal and external processes concerning certification and organizational matters. They will work under general direction, consulting with management on technical issues as needed, exercising considerable independence in judgment and decision-making.

Travel Requirements

Up to 50% travel may be necessary.

Conditions of Employment

  • U.S. Citizenship is mandatory.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Submission of an SF50 is required.
  • Designated or Random Drug Testing is mandatory.
  • Interviews may be conducted.
  • A valid PILOT CERTIFICATE is required.
  • First or Second Class Medical certification is required (First class medical is necessary for new hires).

Qualifications

Minimum eligibility requirements include possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or relevant military ratings, meeting applicable flight hour requirements, and possessing the necessary knowledge and skills for the position.

All candidates must hold a valid first or second-class medical certificate. Selected individuals must obtain a first-class medical certificate prior to appointment.

Candidates must possess a current Commercial Pilot Certificate or Airline Transport Pilot (ATP) rating with airplane single-engine and multi-engine land and instrument ratings or equivalent military ratings.

Flight evaluation positions necessitate completion of a flight test school or at least one year of experience in flight testing aircraft for engineering approval or analyzing aircraft performance data.

Flight Hour Requirements:

Total Flight Time: 1750 hours. Flight time as pilot-in-command or second-in-command in aircraft of any weight or category is creditable for this requirement. For in-service placement actions, up to one-fourth of the total flight hours may be waived for candidates demonstrating the necessary knowledge and skills, provided they hold the required certificates and ratings.
